By
working at a national level to influence policy direction
in relation to Gaelic language and culture, the Policy
and Resources Committee made strenuous efforts during
2003/04 to secure the future of the language and to link
economic
prosperity in the Western Isles to the development of
the language. Managing resources more effectively prompted
the introduction of specially designed IT solutions which
are set to transform some of the Comhairle’s core
functions.
Key Achievements
- As the Gaelic heartland of Scotland, the
Western Isles is uniquely placed to take forward
developments in
Gaelic language
and culture. In 2003/04, the Comhairle contributed
to the preparation of the Scottish Parliament’s
Gaelic Bill through a process of consultation
and the presentation
of findings.
- Bespoke IT solutions such as video-conferencing
in all the Comhairle’s main offices and a
new payroll and personnel system were developed
with the aim of improving
efficiency.
An Information Sub-Committee was also formed to
oversee future ICT initiatives.
- New Internal and
External Strategy Teams were formed to support
the Chief Executive with strategic and
community planning,
Best Value Reviews and the implementation of
the Modernising Government agenda.
- The Comhairle and
the Western Isles Health Board have been working
together through their collaborative
Emergency
Planning
relationship to establish clear lines of communication
and responsibility in the event of a serious medical
outbreak
in the Western Isles.
- As part of the Comhairle’s
strategy of jobs dispersal, two posts – one
IT specialist and one solicitor – were
relocated to the Comhairle’s Balivanich offices
in 2003/04.
- A Ground Maintenance Contract was put
in place to ensure that all the Comhairle’s
recreation areas can be safely enjoyed by local
communities.
Looking Ahead
In line with the Government’s Gershon
Efficiency Initiative, the Comhairle is developing an
innovative approach
to the
procurement of supplies and services. Electronic
ordering will be introduced on a wide range of contracts
in 2004/05
in an effort to achieve better value for money
for all purchasing activities.
Systematic management and
monitoring of service delivery
and performance will be greatly improved through
the creation of Performance Plans in the coming
year. In
addition, the
Policy and Resources Committee aims to conclude
the bulk of its work on single status job evaluations.
Developing
the potential of the Gaelic language and culture to create
economic opportunity and
to deepen
local appreciation
will continue alongside preparations for the
Royal National Mod, due to take place in Stornoway
in
2005.
