c) Duty

The duty of the Comhairle in providing school education as laid down by the Standards in Scotland's Schools etc. Act 2000 is, in summary:

• to secure that the education provided is directed to the development of the personality, talents and mental and physical abilities of the child or young person to their fullest potential.
• to secure improvement in the quality of school education with a view to raising standards of education.

d) Aims

• To deliver a coherent, balanced, relevant, differentiated and bilingual curriculum in accordance with national and local priorities and policies
• To review service provision on a continuing basis, having regard for local circumstances, national priorities and the needs and expectations of stakeholders
• To establish a quality culture with the aims of raising standards of education
• To ensure the quality delivery of services to all client groups, with non-discriminatory access to educational opportunities for all
• To develop curricular provision to enable all users of the service to realise their full potential in society by promoting and encouraging inclusion and lifelong learning
