Development control Promote development good practice to avoid or minimise any adverse effects, including aspects of safety, and ensure adequate provision for services, parking, etc. Economy Encourage employment development, to provide job opportunities for the local population and enhance Harris’ prosperity. Environment Protect and enhance areas of ecological and historic importance e.g. sites of special scientific interest and listed buildings. Promote environmental awareness and encourage sustainable development. Housing Provide and maintain a variety of house types in suitable locations to meet needs. Sport, recreation & leisure Protect, improve and increase sport, recreation and leisure facilities. Ensure facilities are reasonably accessible to all and meet the needs of residents without prejudicing the environment. Community & education Enable care, health and education facilities that are accessible to all within their own localities. Transport Improve and maintain accessibility through maintenance of the road network, affordable public transport provision and maintenance and enhancement of ferry services.
