Online Council Tax Payment

You can now pay your Council Tax bills online. If you hold a debit card from any UK bank you can now pay your bills via the Internet free of charge.

Debit Cards include Switch, Delta , Electron, Solo and exclude Credit Cards. Payment requests using BillPay are subject to authorisation and clearance timescales.

This service is provided in association with Alliance & Leicester Commercial Bank and is called 'BillPay'. BillPay is easy to use, secure and operates 24 hours a day, seven days a week from anywhere where you have access to the internet.

Alliance & Leicester Commercial Bank have built in the highest standards of security, storing and transmitting data in a secure and confidential manner. Your card details are not retained on any of their systems once the transaction is completed. How to use

If you have not used BillPay before then listed below are some useful tips to bear in mind before visiting Alliance & Leicester Commercial Bank’s secure website:

The first time you use BillPay you will be asked to register. This is standard security procedure for a website which accepts regular payments. To register, select the "New Users - Register Here" button.

Please note: Before registering you should make sure that you have your Council Tax Account Reference Number with you.

After selecting "New Users Register Here", Alliance & Leicester Commercial Bank’s terms and conditions will be displayed on the screen. If you accept these, select the appropriate button.

After accepting the terms and conditions you will be asked to enter your name and address details (at the very least you must enter your full name, telephone number and e-mail address).

You will be asked to enter a password and a "Security Question" – do not forget these.

You will be asked to select the services for which you may wish to make payments.

You will need to have the appropriate account reference number with you when registering.

Once you have entered this you will not have to keep on re-entering it every time you make payments in the future.

When you have completed entering your details select the "Submit Registration" button.

You will be given a "User Number" do not lose this, you will need it every time you logon to the Alliance & Leicester Commercial Bank BillPay site!

If you are ready to register with BillPay (don’t forget, you need to have the account numbers on your bills to hand) click on the logo below:

Once you have registered you can make payments immediately by logging on with your user number and password.

You can use BillPay now by clicking on the logo below. When you do, a new window will be displayed taking you to the secure Alliance & Leicester Commercial Bank BillPay logon page.

Within the Payment Form select the bill to pay. If these details are not shown you will need to update your details by clicking on the "Update Your Details" button

Select "Update Your Details" so Comhairle nan Eilean Siar is set up each time you logon.

Complete the "Customer Reference Number" as per your Council Tax Reference number.

Click on "Pay a Bill" and select a bill to pay. Enter the payment details and click on "Pay the Bill" to action the payment.

After logging on select the "Pay a Bill" button to get to the payment forms.

Within the payment form select "Comhairle nan Eilean Siar" then enter the amount, your debit card type, card number, expiry date and issue number (switch cards only).

Select "Submit Payment Request" to send the request for processing.

Have you forgotten your BillPay password?

If you have forgotten your BillPay password select the "Forgotten Your Password?" button on the first Alliance & Leicester Commercial Bank BillPay page. You will then be required to enter your user number and answer the "Security Question" you set for yourself when you registered.

Do you have any queries regarding payments you have made via BillPay?

You can view all of the payment requests you have made via BillPay over the past twelve months by clicking on the "View Payment History" button after you have logged on to the Alliance & Leicester Commercial Bank website.
