The Depute Director of Administration chaired the Meeting and called for nominations for Chairman of the Meeting. It was agreed to appoint Mr Donald I Nicholson as Chairman of the Meeting. |

The Minute of Meeting of 1 August 1996 was approved. It was agreed that, in accordance with the provisions of Standing Order 23(a), the press and public be excluded from the Meeting during consideration of the following item on the grounds that exempt information relating to applicants to become an office holder of the Council would be disclosed. |

The Director of Environmental Services submitted a Report concerning the Short Leet for the post of Assistant Director (Environment). The following information was appended to the Report:- (a) Job Advertisement (b) Job Description (c) Person Specification; and (d) Applications Received. |
The Director of Environmental Services reported that, in advertising the post internally, he had decided not to seek references for the applicants for the following reasons:- (I) both applicants had served a long period of employment within the Department; and (ii) if references had been requested, the most likely referees would have been from those participating in the interview process and, in these circumstances, the referees would have had to withdraw from the selection process. | ||
Since the Director's decision was not in accordance with current Council Policy, homologation of his action was sought. | ||
It was agreed that, in light of the exceptional circumstances as outlined by the Director of Environmental Services, in this instance, the action in not seeking references be homologated, on the basis that such action was not be regarded as a precedent, in future similar cases. It was agreed that the following candidates be shortleeted for interview: J Munro Gold, Assistant Director of Environmental Services (Cleansing), Western Isles Council Harold T Miller, Chief Trading Standards Office, Western Isles Council | ||
