FINANCE

Further Release of Balances and Application of Confirmed Underspends from 1996/97

The Chief Executive submitted a Report concerning a proposed Policy Framework and Strategy for the distribution of a sum of £200k of uncommitted balances brought forward from previous years and the future use of any underspends within the 2% tolerance figure brought forward from 1996/97.

The Report recommended that:

(1) the sum of £200k of balances be applied to the Projects and Services detailed in Appendix 2 to the Report;

(2) of the underspends of £840k in the general fund with the 2% tolerance regime brought forward from 1996/97, £420k be considered in the context of the Council's Revenue Budget for 1998/99 and the balance £420k be distributed to the Heads of Services reporting to Service Committees as detailed in Appendix 1; and

(3) Heads of Service to asked to aim to identify further savings in the total target sum of £300k from opportunities throughout the financial year 1997/98 with a view to further assisting the Council's Revenue Budgetary Exercise for 1998/99.

   

It was agreed to recommend that expenditure be incurred in respect of the following items, namely:

(1) Arts Development Officer (Harris Arts and Heritage) - £4,000

(2) Sports Development Officers (Lewis and Harris, Uist and Barra) - £45,000

and that consideration of the remaining items of proposed expenditure as detailed at Appendix 2 of the Chief Executive's Report, insofar as the Committee's interest is concerned, be deferred.

Application of Confirmed Underspends from 1996/97

The Director of Education and Leisure Services submitted a Report indicating to Members the priority areas of the service to which the available underspend was to be directed. The sum of £31,000 was identified as the carry forward in the Arts and Leisure Service in 1996/97. In accordance with the policy of retaining 50% for later consideration in the context of the Revenue Budget for 1998/99 the sum of £15,000 was available for utilisation.

   

It was agreed to recommend that the Director of Education and Leisure Services be authorised to allocate the available underspends to the following areas:

(1) Library - Restoration of Supplies Budget £5,000;

(2) Community Education - restoration of Grants Budget £5,000;

(3) Community Education - provision for Western Isles Duke of Edinburgh Award Scheme £5,000.

Non-Housing Block Capital Forecast Outturn 1996/97

With reference to Item 37 of the Minute of Meeting of 22 April 1997, the Director of Finance submitted a Report concerning the Programme of Capital Expenditure of the Council for the period 1 April 1996 - 31 March 1997 for all services except the Housing Revenue Account. The Report detailed the forecast outturn of expenditure for the financial year 1996/97.

It was agreed to note the Report.

Uist Boat Club

The Director of Education and Leisure Services submitted a Report concerning an application from Uist Boat Club towards the purchase of a Safety Boat and two dinghies with Trainers and top covers at a total cost of £22,964.

It was agreed to recommend that the Director of Education and Leisure Services be authorised to assist Uist Boat Club with a Revenue Grant of up to £5,016 towards the costs of a new safety boat and two sailing dinghies, with all necessary accessories.

Stornoway Angling Association

The Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from Stornoway Angling Association to purchase and erect a Boat House and Engine Locker at Loch Langabhat, Isle of Lewis together with further safety equipment to a total value of £7,683.

   

It was agreed to recommend that the Director of Education and Leisure Services be authorised to award a Revenue Grant of up to £2,090 to Stornoway Angling Association towards the costs of providing a boat house, boat, outboard motors and safety equipment.

Back Football and Recreation Club

With reference to Item 171 of the Minute of Meeting of the Education Committee on 26 October 1993 the Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from Back Football and Recreation Club towards the costs of providing a full scale heating system for Back Football and Recreation Club at Coll, Isle of Lewis at a total cost of £32,000. The grant sought amounted to 20% of the total expenditure.

It was agreed to recommend that the Director of Education and Leisure Services be authorised to award a revenue assistance of up to £6,400 to Back Football and Recreation Club towards the installation costs of a central heating system, subject to the Club using standard tendering procedures and its submission of a bank certificate of balance in confirmation of the ingathering of sufficient funds to meet the costs over and above the amount of any Council contribution.

Taigh Chearsabhagh Trust

With reference to Item 39 of the Minute of Meeting of 23 April 1996 the Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from Taigh Chearsabhagh Trust towards its day to day operational costs and to attract further grant from the Scottish Arts Council "New Directions" Schemes for the workshops information technology and new work.

   

It was agreed to recommend that the Director of Education and Leisure Services be authorised to provide Revenue Assistance of £5,000 towards Taigh Chearsabhagh Trust and that future financial assistance to this organisation be considered on the same lines as An Lanntair Ltd in the context of the preparation of the 1998/99 Revenue Estimates Budget.

Westside Agricultural Society

The Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from the Westside Agricultural Society towards the cost of replacing the marquee used in its annual agricultural shows. The marquee would also be made available to other organisations holding similar events in Lewis and Harris.

It was agreed to recommend that the Director of Education and Leisure Services be authorised to award a Revenue Grant of £1,170 to the Westside Agricultural Society towards the costs of a replacement marquee.

Hebridean Celtic Festival

With reference to Item 24 of the Minute of Meeting of 12 March 1996 the Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from the Hebridean Celtic Festival towards the costs of the Hebridean Celtic Festival 1997 to be held in Stornoway from 16 - 19 July 1997. In 1996 the Festival attracted over 1,200 persons to its public performances and an increase in attendance was envisaged for 1997.

It was agreed to recommend that the Director of Education and Leisure Services be authorised to make available a guarantee against loss of up to £12,500 for the Hebridean Celtic Festival 1997, subject to the submission by the organisers of a full Report on the events and independently audited income and expenditure accounts.

St Peter's Hall Committee

Daliburgh

The Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from St Peter's Hall Committee, Daliburgh towards the cost of purchasing indoor bowling equipment.

It was agreed to recommend that the Director of Education and Leisure Services be authorised to award a Revenue Grant of up £1,160 to St Peter's Hall Committee towards the purchase of indoor bowling equipment.

Proiseact nan Ealan

With reference to Item 52 of the Minute of Meeting of 11 June 1996 the Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from Proiseact nan Ealan in 1997/98. The Report indicated that the applicant sought assistance from the Council towards the costs of three major projects in 1997/98.

It was agreed to recommend the Director of Education and Leisure Services be authorised to provide revenue assistance to Proiseact nan Ealan in 1997/98 in the sum of £8,350.

Arising out of consideration of this matter the Committee expressed its concern in relation to the take-over of Grampian Television Ltd by Scottish Media particularly in the light of the implications for broadcasting related employment within the Western Isles.

   

It was agreed to recommend that the Chief Executive be authorised to make representations, as soon as possible, to Mr Gus Macdonald, Chairman of Scottish Media, expressing the Committee's concern on this matter and asking to seek a Meeting with Mr Macdonald, at the earliest opportunity.

   

The Committee unanimously agreed in accordance with the provisions of paragraph 17 of the Scheme of Administration, that the Committee determine the above recommendations on behalf of the Council, under delegated powers in light of the need to have these matters dealt with prior to the next Meeting of the Council on the basis that these recommendation were not contentious and did not breach a major policy decision of the Council.

Cothrom Limited

The Director of Education and Leisure Services submitted a Report concerning an application for lease from Cothrom Limited in relation to the parts of the Stoneybridge Community Workshop, Isle of South Uist which it already occupied through an earlier agreement with the Council.

It was agreed to recommend that the Director of Education and Leisure Services be authorised to grant Cothrom Limited an initial five year lease of the Stoneybridge Community Workshop under terms to be agreed with the Director of Administration and Legal Services.

Outer Hebrides Crafts Association

With reference to Item 40 of the Minute of Meeting of 23 April 1996 the Director of Education and Leisure Services submitted a Report concerning an application for rent reduction from the Hebrides Crafts Association in relation to the Stornoway Town Hall.

It was agreed to recommend that the Director of Education and Leisure Services be authorised to continue to give the Outer Hebrides Crafts Association a 15% discount on Stornoway Town Hall letting charges in 1997/98.

   

BUILDINGS

Capital Works Programme and Progress

With reference to Item 44 of the Minute of Meeting of 22 April 1997 the Director of Technical Services submitted a Report detailing the Capital Works Programme and Progress in relation to Arts and Leisure properties.

It was agreed to note the Report.

1997/98 Repairs and Maintenance Programme

With reference to Item 7 of the Minute of Meeting of 28 January 1996 the Director of Education and Leisure Services and the Director of Technical Services submitted a joint Report concerning the Arts and Leisure Repairs and Maintenance and Grounds Maintenance Budgets and seeking approval for the 1997 planned Repairs and Maintenance Programme for the Arts and Leisure properties.

It was agreed to recommend that:

(1) the Director of Education and Leisure Services and the Director of Technical Services be authorised to implement the budget allocations as indicated in Appendix A of their Report; and

(2) the proposed planned Programme of Repairs and Maintenance as set out in Appendix B of their Report be implemented.

   

BURSARIES

Travel Bursary Award Scheme: British Regional Airways

The Director of Education and Leisure Services submitted a Report concerning an offer by British Regional Airways to support a Travel Bursary Award Scheme for young people in the Western Isles. The Report indicated that British Regional Airways intended to offer three travel bursaries per year which would allow young people in the Western Isles excelling in sports and the arts to travel to mainland events, competition or tuition purposes.

It was agreed to recommend that:

(1) the terms of the Report be noted; and

   

(2) the Council's representative on the Selection Panel would be:

    Mr Alasdair G Macrae, Vice-Chairman of Arts and Leisure Committee; and

   

(3) the Director of Education and Leisure Services be authorised to convey the Council's thanks to British Regional Airways for the positive support towards young people through this method of sponsorship.

   

RELATED MATTERS

Lews Castle Project: Dualchas and Project Consultants

With reference to Item 45 of the Minute of Meeting of 22 April 1997 the Chief Executive submitted a Report which sought to establish the Council's position in relation to the Dualchas Project and further to seek authority for the appointment of consultants in relation to the Castle's Surrounds Management Plan which had been called for by the Heritage Lottery Funds.

It was agreed to recommend that:

(1) authority be delegated to the Chief Executive in consultation with the Director of Technical Services and the Director of Administration and Legal Services as necessary to appoint Consultants for the areas of marketing tourism archive and the Castle's Surrounds Management Plan; and

(2) the Council approve the following position statement on the Dualchas Project as a basis for co-operation:

    (a) the Lews Castle Archive IT equipment be compatible with that employed by the Dualchas Project;

    (b) given the importance of the Lews Castle Archive to the success of the Castle Project the Western Isles Council will progress it within the Lews Castle Project but on the understanding that it and the Dualchas Project are complementary activities;

    (c) the Lews Castle Archive material will be available to organisations and individuals on the payment of fees, if any, to be determined by the Western Isles Council. Equally the Lews Castle Archive looks to have access to the material prepared by the Dualchas Project on a similar basis and with copyrights observed;

   

    (d) the work undertaken by Western Isles Council in connection with the Lews Castle Archives will form its "in kind" contribution to the Dualchas Project and will be its total contribution. On that basis the Western Isles Council will be a full partner within the Dualchas Project; and

    (e) the Dualchas Project will have the opportunity to be represented on the Western Isles Council's Archive Officers Sub-Group, being the Group charged with the task of progressing work on the archive.

   

PERFORMANCE REVIEW

Outstanding Action: Progress Reports

With reference to Item 48 of the Minute of Meeting of 22 April 1997 the Director of Administration and Legal Services submitted a Report detailing the action outstanding from the Arts and Leisure Committee since May 1994.

   

It was noted that Vatersay School and Schoolhouse had now been transferred from the Arts and Leisure Account to the Education Account and that consequently the outstanding item relating to this matter, included in the Action Outstanding Progress Report, could be deleted.

   

It was agreed to note the Report.
