With reference to item 61 of the Minute of Meeting of 9 June 1998 the Director of Education and Leisure Services submitted a Report detailing Income and Revenue Expenditure incurred from 1 April 1998 to 30 June 1998.

It was agreed to note the Report.

With reference to item 60 of the Minute of Meeting of 9 June 1998 the Director of Finance submitted a Report concerning the Programme of Capital Expenditure for the Comhairle for the period 1 April 1998 - 30 June 1998 for all Services except the Housing Revenue Account. The Report detailed the approved expenditure and estimated out-turn expenditure for the financial year 1998/99 for each service. It was noted in the Report that the forecast out-turn for 1889/99 was £47,000 above the total capital consent figures which was within the upper tolerance levels of the Comhairle's consent, but would reduce the resources available in subsequent financial years. Details of the Capital Programme, together with the proposed revisions were appended to the report.

It was agreed to recommend that the Chief Executive and Heads of Service be authorised to implement the revised Programme of Capital Expenditure for 1998/99, on the basis of the forecast out-turn as detailed in the Report by the Director of Finance.

With reference to item 55 of the Minute of Meeting of 9 June 1998 the Director of Technical Services submitted a Programme and Progress Report in relation to the Arts and Leisure Capital Programme.

It was agreed to note the Report and to recommend that the Director of Corporate Services be authorised to prepare a Report on progress with the establishment of the Lews Castle Trust be brought to the next Meeting of the Committee.

Disabled Access to Nicolson Lewis Sports Centre

With reference to item 8 of the Minute of Meeting of 27 January 1998 the Director of Education and Leisure Services submitted a Report concerning the preparation of a PIR in relation to disabled access at Nicolson Lewis Sports Centre, Stornoway.

It was agreed to recommend that the Director of Education and Leisure Services be authorised to prepare a PIR on disabled access to sports facilities in the Western Isles as a possible project within the context of the Capital Works Programme for 2000 - 2001 which would be brought to the next Meeting of the Committee.

Valtos Outdoor Centre, Uig

With reference to item 57 of the Minute of Meeting of 9 June 1998 the Director of Education and Leisure Services submitted a Report concerning the Valtos Outdoor Centre, Uig.

It was agreed to note the Report and to recommend that the Director of Corporate Services be authorised to make arrangements for the next Meeting of the Valtos Member/Officer Working Group to meet in Valtos and that a Report be brought to the next Meeting of the Committee which would look at alternative funding sources for the Valtos Centre Improvement.

Stornoway Museum: Extension

With reference to item 51 of the Minute of Meeting of 21 April 1998 the Director of Education and Leisure Services submitted a Report concerning a proposal to prepare a PIR for an extension to the Stornoway Museum which would detail the improvements to the building to accommodate storage, conservation laboratory, work shops, lecture room, temporary exhibition gallery and office accommodation for the Comhairle's Archaeologist.

   

It was agreed to recommend that the Director of Education and Leisure Services be authorised to:

(a) prepare a PIR for an extension to the Francis Street Museum to provide storage accommodation, accommodation for a conservation laboratory, the archaeology service and an enhanced public facility; and

(b) use the Acres Boys Club Building in the interim for Museum storage subject to a survey by the new Conservation Officer and a further Report identifying any financial implications arising.

Arising out of consideration of this matter it was further agreed to recommend that the Director of Education and Leisure services be authorised to prepare a Report on the usage of the Museum in Stornoway together with a comparison to the usage of other similar Museums throughout the country.

It was also agreed to recommend that the Director of Education and Leisure Services, following discussions with the Comunn Eachdraidh Federation be requested to prepare a Report including an assessment of the future developments of the Comuinn Eachdraidh.

Floral Displays: Western Isles

The Director of Technical Services submitted a Report concerning the provision of floral displays in towns throughout the Western Isles, similar to the proposals by the Floral Display Working Party.

It was agreed to recommend;

(a) approval of a request to the Policy and Resources Committee to provide £10k from balances to enable the establishment of an initial financial grant scheme for floral displays in areas outwith Stornoway;

(b) approval of the establishment of the proposed grant scheme subject to funding approval; and

(c) approval of the proposals for promoting the proposed scheme as detailed in the Report by the Director of Technical Services.

   

FINANCIAL ASSISTANCE

Back Football and Recreation Club: Application for Financial Assistance

With reference to Item 55 of the Minute of Meeting of 10 June 1997 the Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from Back Football and Recreation Club towards the costs of an all weather football pitch.

It was agreed to recommend that the Director of Education and Leisure Services be requested to prepare a PIR for inclusion as a possible project for consideration within the context of the preparation of the Capital Works Programme for 2000/2001.

   

Arising out of consideration of this matter it was agreed to recommend that the Director of Education and Leisure Services meet with the Point Football Club with a view to bringing forward a PIR on possible projects to the next Meeting of the Committee.

It was further agreed to recommend that the Director of Education and Leisure Services be authorised to prepare a PIR on Football Pitches in Uist, to be presented at the next Meeting of the Committee.

   

It was further agreed that the Director of Education and Leisure Services be authorised to prepare a Report on:

    1. projects which had applied for, and had received approval, in principle, Capital Funding from the Comhairle;

    2. projects which are currently being considered in terms of a PIR;

    and

    3. projects which were in the early planning stages i.e. the drawing up of applications.

on the basis that the Report should also include a set of criteria against which funding may be approved.

Tong Community Association: Application for Financial Assistance

Harris Golf Club: Application for Financial Assistance

Arising out of consideration of this matter, it was agreed to recommend that the Director of Education and Leisure Services be authorised to prepare a Report on Golf Courses in the Western Isles, detailing the condition of the courses, indicating the level of usage and possible tourism benefits.

Laxdale Community Council: Application for Financial Assistance

North Tolsta Community Council: Application for Financial Assistance

The Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from the North Tolsta Community Council towards the costs of improving facilities within the North Tolsta Village Hall.

It was agreed to recommend that the Director of Education and Leisure Services be authorised to prepare a PIR for inclusion as a possible project for consideration within the context of the preparation of the Capital Programme for 2000/2001.

The Western Isles Challenge: Application for Financial Assistance

With reference to item 117 of the Minute of Meeting of 18 November 1997 the Director of Education and Leisure Services submitted a Report concerning an application for financial assistance from the Western Isles Challenge which gave an indication of projected costs for 1999 and seeking a sum of £7,500 towards the Western Isles Challenge for 1999.

   

It was recommended in the Report that Members reject the application on the grounds that it did not stem from a bona fide community organisation which could be recognised for charitable purposes.

Mr Callum I Macmillan seconded by Mr Alasdair Nicolson moved that a grant of £7,500 be approved for the Western Isles Challenge for the financial year 1999/2000, subject to the submission of audited accounts.

The Chairman seconded by Mrs Katie M Mackenzie moved as an amendment approval of the recommendation as detailed in the Report by the Director of Education and Leisure Services.

On the matter being put to the vote the motion received the majority of the votes cast and it was agreed to recommend accordingly.

   

PLAY AREAS

Kersevagh Play Area, Lochmaddy

The Director of Technical Services submitted a Report concerning a request from North Uist Community Council to close the play area adjacent to the Council housing development at Kersevagh, Lochmaddy.

It was agreed to recommend that the Director of Technical Services be authorised to take out of service the existing play area at Kersevagh, Lochmaddy, that the equipment be removed, the ground reinstated and the area re-designated as a grassed/planted public open space with shrub planting being carried out in the area adjacent to the existing banking.

Arts Strategy: Consultation Conference
