With reference to item 5 of the Minute of Meeting of 26 January 1999, the Director of Technical Services submitted the Programme and Progress Report in relation to the Arts and Leisure Capital Programme. It was agreed to note the Report. |
Disabled Access to the Nicolson Lewis Sports Centre AL06.01.40 |

With reference to item 93 of the Minute of Meeting of 18 August 1998 the Director of Education and Leisure Services submitted a Report in relation to progress on disabled access to the Nicolson Lewis Sports Centre indicating that consultation with the Voluntary Sector had resulted in an extension to the time required for the background information for a full Project Initiation Report to be drafted. The Report highlighted some of the difficulties experienced by the disabled in terms of access to the Sports Centre. It was agreed that the Director of Education and Leisure Services submit a further Report to the next business Meeting of the Arts and Leisure Committee. |
Lease of Play Area to North Lochs Community Council AL02.12 |

The Director of Education and Leisure Services submitted a Report concerning a request from the North Lochs Community Council for the lease of play are in Leurbost to be granted to the North Lochs Community Council. The Report indicated that £5,000 of the Ward Initiative money had been set aside for the upgrading of the play area at Macdonald Gardens Leurbost indicating that the Community Council hoped to attract further external funding for the renewal of equipment and the expansion of the play area. It was agreed to recommend that; (1) in principle the Director of Corporate Services, in consultation with the Director of Education and Leisure Services, be authorised to grant a lease of the existing play park at Macdonald Gardens, Leurbost, to North Lochs Community Council for an initial two year period; (2) existing Comhairle arrangements for Technical support to the play parks remain as determined by the Comhairle Policy; and (3) the Director of Corporate Services be authorised to negotiate a notional annual rental when proposals reached a more advanced stage. |

With reference to item 6 of the Minute of Meeting of 28 January 1997 the Director of Education and Leisure Services submitted a Report providing details of the expenditure on Community Education Grants and subscriptions to 28 February 1999 and appending to the Report a list of all the organisations which had been awarded grants. It was agreed to note the Report. |

With reference to item 39 of the Minute of Meeting of 22 April 1997 the Director of Education and Leisure Services submitted a Report concerning a review of the rates of payment for revenue grants in accordance with the formula for the 1999/2000 financial year. The Report detailed the proposed rates of payment for 1999/2000. It was agreed to recommend that the Director of Education and Leisure Services be authorised to implement the revised rates of payment for per capita grants and subscriptions as detailed in Appendix 1 to the Minute. |

With reference to item 25 of the Minute of Meeting of 11 February 1999 the Director of Education and Leisure Services submitted a Report concerning a suggested priority order for the Voluntary Sector Capital Projects using the criteria agreed by the Arts and Leisure Committee on 29 September 1998. The Report outlined the background to the Capital Programme indicating that thirteen Voluntary Organisations had made presentation to a special Meeting of the Arts and Leisure Committee on 11 February 1999. |
It was agreed to recommend that (1) the Director of Education and Leisure Services be authorised to implement the priority order for Voluntary Sector Capital Projects as follows with the exception of priority seven concerning Back Football and Recreation Club where it was agreed to recommend that the Director of Education and Leisure Services be authorised to award a grant of £30,000 to Back Football and Recreation Club for the purposes of development of sports facilities on the basis of this sum being met from the 1999/2000 contingency: Leverburgh Village Hall Carinish District Village Hall Marybank Hall Tong Community Hall Carloway Football Club Iochdar Bowling Club Back Football and Recreation Club Point Football and Recreation Club Barvas Football Club North Tolsta Community Association Barvas Community Association Westside Slipway Ness Sports and Recreation Club; and (2) Groups which receive external funding be given prominence on the prioritised list. (3) while no absolute guarantee could be given to all Groups requesting financial assistance, favourable consideration would be given to Groups securing external funding, within the limits set on the Comhairle's capital resources. | ||
Millennium Committee: Request for Financial Assistance AL11.01 |

With reference to item 12 of the Minute of Meeting of 26 January 1999 the Director of Education and Leisure Service submitted a Report in relation to part funding for the establishment of a temporary Millennium Co-ordinator from June 1999 to March 2000 to provide support to the local communities in developing Millennium proposals. The Report outlined the remit of the Committee and proposed that a grant of £12,000 be awarded to the Millennium Committee for the establishment of a Millennium Co-ordinator. It was agreed to recommend that: (1) the Director of Education and Leisure Services be authorised to grant £12,000 from the 1999/2000 Community Events Budget for the employment of a temporary Millennium Co-ordinator subject to the approval of the 1999/2000 Budget for Arts and Leisure; and (2) the post will be a short term contract from June 1999 to March 2000. |
Pointers Drop in Centre: Request for Financial Assistance AL11.01 |

The Director of Education and Leisure Services submitted a Report in relation to a request for financial assistance from the Pointers Drop in Centre, Stornoway for the provision of Door Stewards and Part-time Supervisors. The Report indicated the background to the Pointers Centre indicating that it provides on a Friday and Saturday evening an alternative for young people to the local public houses/hotels. The Report indicated that the number of young people attending Pointers on a Friday evening can be in excess of 200 people and therefore requires Door Stewards and Part-time Supervisors. |
It was agreed to recommend that: (1) the Director of Education and Leisure Services be authorised to award grant assistance in the sum of £4,000 to the Pointers Drop in Centre from the 1999/2000 Youth Work Grants Budget to appoint Stewards and Supervisors and arrange staff training towards the employment of supervisors, subject to the approval of the 1999/2000 Budget for Arts and Leisure; (2) Members note the success of the Drop in Centre; and (3) a further Report be prepared on the provision of alternative accommodation within the town centre area for the Pointers Drop In Centre. | ||

With reference to item 9 of the Minute of Meeting of 26 January 1999 the Director of Education and Leisure Services submitted a Report concerning an application by Museum nan Eilean for registration under the Second Phase of the Museums and Galleries Commission Registration Scheme and for the Museums acquisition and disposal policy and statement of purpose and key aims which are required to accompany the application. The Report indicated the background to the registration and appending a draft application form to the Report. It was agreed to recommend that: (1) the Director of Education and Leisure Services be authorised to submit an application for registration of Museum nan Eilean under the Second Phase of the Registration Scheme for Museums and Galleries in the United Kingdom; (2) the Director of Education and Leisure Services implement the Museums acquisition and disposal policy and submit this with the application; and (3) the Director of Education and Leisure Services implement the Museum statement of purpose and key aims. |

With reference to item 118 of the Minute of Meeting of 18 November 1997 the Director of Education and Leisure Services the Director of Education and Leisure Services submitted a Report concerning the transfer of the care and management of the Calbost Collection to the Comhairle's Museum Service under the terms and conditions defined in the draft Deed of Declaration of Trust drawn up on behalf of Mr Angus Macleod MBE and authorising the Museum Curator and Legal Section to take the necessary steps to formalise the documentation and conservation of the collection. |
It was agreed to recommend that: (1) the Director of Education and Leisure Services be authorised to accept the offer from Angus Macleod MBE to transfer the care, management and use of the Calbost Collection to the Comhairle's Museum Service under the terms and conditions set out in the draft Deed of Declaration of Trust appended to the Report and subject to any observations by the Member/Officer Working Group; (2) the Director of Education and Leisure Services and the Director of Corporate Services be authorised to formalise the transfer of the Calbost Collection in order that urgently required documentation and conservation would be implemented; and (3) the Chairman of the Arts and Leisure Committee serve as the Comhairle's representative on the Calbost Collection Trust. | ||

With reference to item 106 of the Minute of Meeting of 18 August 1998 the Director of Education and Leisure Services submitted a Report concerning two temporary closures of the Stornoway Library which would be necessary in order to facilitate the re-location to 19 Cromwell Street, Stornoway. The Report indicated that the Keith Street premises would close to the public from Monday 15 March 1999 and that the Cromwell Street Library facilities are scheduled to open to the public on Tuesday 23 March 1999. The Report indicated that a further closure would take place in May-June 1999 in order to complete the removal of the reserve book stock and library office accommodation from the Keith Street premises to 19 Cromwell Street. It was agreed to note the Report. |

With reference to item 123 of the Minute of Meeting of 29 September 1998 the Director of Education and Leisure Services submitted a Report concerning the establishment of a Grant Aid Scheme to assist sports organisations whose activities fall within the remit of the Sports Councils. It was agreed to recommend that: (1) the Director of Education and Leisure Services be authorised to indicate Comhairle approval for the administration of the Grant Aid Scheme as detailed in the Report by the local Sports Councils; (2) the Director of Education and Leisure Services be authorised to prepare a further Report indicating the amount of funding to be devolved to the local Sports Council once the 1999/2000 budget had been approved; and (3) the devolution of funding be in accordance with financial procedures determined in consultation with the Director of Finance. |

The Director of Education and Leisure Services submitted a Report concerning the requirement to establish procedures for the vetting of adults involved with voluntary organisations using Comhairle premises and who have substantial access to young people. The Report indicated that these vetting procedures were required following Lord Cullen's inquiry into the Dunblane Primary School Tragedy of 1996. |
It was agreed to recommend that the Director of Education and Leisure Services be authorised to; (1) establish a Working Group of Comhairle Officers to formulate Comhairle wide procedures; and (2) prepare a further Report on the issue which will be submitted to a number of Committees. | ||

The Director of Corporate Services submitted a Report setting out progress with the implementation of decision based on the Arts and Leisure Committee recommendation. It was agreed to note the Report. Arising out of consideration of this item it was agreed that the Director of Education and Leisure Services submit a Report considering a proposal for swimming pools attached to schools to be open on five nights a week. Arising out of consideration of this item it was agreed to recommend that the Director of Corporate Services submit a Report in relation to the upgrading of the sound system in the Council Chamber. |

APPENDIX 1
PER CAPITA: GRANTS AND SUBSCRIPTIONS 1999/2000
Per Capita Grants - Rates 1: "parent" organisations of federations, membership range 100 persons minimum to 2000 (1750) persons maximum - £3.00 (£3.20) per capita
Per Capita Grants - Rate 2: other groups, 50 (100) persons minimum membership to 1000 (1750) maximum, but no local "parent" association or federation - £2.50 per capita.
Equipment Grants: grants towards the provision of permanent equipment for voluntary organisations - 30% of approved costs. No assistance towards the costs of consumable items. Grants for sports equipment for items under £500 be devolved to sports councils Lewis and Harris, Uist and Barra as per Committee Report 9 March 1998.
National Mod, Mainland or Inter-Island Drama Festivals: £20 per participant, £450 maximum to any single recipient. Overnight residence away from home essential qualification for inter-island drama festivals.
Local Mods & Arts Festivals: £100 for the first and £80 for each successive day of the event; £500 upper limit to any one recipient.
Educational Youth Exchanges: Domestic Exchanges (within the United Kingdom and Eire £25 per participant; upper limit £500. International Exchanges £50 per participant; upper limit £1000.
Piping Societies & Pipe Bands: £70 per recital for a season of 10 recitals minimum, £700 upper limit.
