DEVELOPMENT SERVICES

     

Revisions to An Lanntair, Arts Centre, Stornoway: Application for Reserved Matters

With reference to Item 259 of the Minute of Meeting of the Development Services Committee of 1 December 1999, the Acting Director of Environmental Services submitted a Report regarding an application for revised reserved matters for An Lanntair Arts Centre, Stornoway. The changes to the specification of the building were outlined in the Report, together with comments on representations received on the revised proposals. It was indicated that the application, as submitted, was within the terms of the relevant consent and that the revised details reduced the overall impact on the building and resulted in a more acceptable townscape.

   

It was agreed that the Acting Director of Environmental Services be authorised to issue an approval of reserved matters, subject to the conditions detailed in Appendix 1 to the Report.

     

Use of South Beach Car Park

The Director of Technical Services reported that Stornoway Round Table had applied for permission to use the South Beach Car Park during their New Year/Millennium events. He stated that he had granted permission for this use, subject to certain conditions.

     
   

It was agreed to note the Report by the Director of Technical Services.

     
   

TWINNING

     

Official Linkage with the Councils of Clare and Newry and Mourne

The Acting Chief Executive submitted a Report regarding a resolution adopted by Clare County Council, Republic of Ireland, to initiate, in tandem with Newry and Mourne District Council, Northern Ireland, preliminary procedures aimed at entering into an official linkage arrangement with the Comhairle. It was indicated that this resolution would establish existing links on an official basis. It was suggested that the opportunity should be taken to extend the membership of the Comhairle's Twinning Committee to include the Chairman of the Arts and Leisure Committee to reflect the potential for exchanges falling within the remit of that Committee.

     
   

It was agreed that:

     
   

(1) the Comhairle welcome the resolution adopted by Clare County Council;

     
   

(2) the Comhairle confirms its wish to progress action on the resolution;

     
   

(3) it be remitted to the Twinning Committee to progress action; and

     
   

(4) the membership of the Twinning Committee be extended through the inclusion of the Chairman of the Arts and Leisure Committee.

     
     
   

TRANSPORTATION

     

Eriskay and Sound of Barra Integrated Transport Project

The Director of Technical Services submitted a Report outlining the results of the second round of tendering and the outcome of negotiation with the lowest tenderer for the Eriskay and Sound of Barra Integrated Transport Project.

It was agreed that:

   

(1) the Director of Corporate Services be authorised to accept the revised bid by R J Macleod (Contractors) Ltd to construct Eriskay Causeway, Cean a Gharaidh Ferry Terminal and Ardveenish Ferry Terminal together with all associated works as detailed in the contract documentation as revised by negotiation with the Company at a total lump sum price of £8,650,000 as soon as the Council was in a legal position to do so;

     
   

(2) the Director of Corporate Services be authorised to issue a "Letter of Intent" to R J Macleod (Contractors) Limited to enable them to commence administrative procedures; and

     
   

(3) in the event that external funding can be obtained and matching funding identified from within the Comhairle's budgets to the satisfaction of the Director of Finance, the Director of Corporate Services be authorised to accept the tender by R J Macleod (Contractors) Ltd to construct berthing structures at Eriskay in Barra at a tender price of £440,000 on a lump sum basis.
