Scottish Environment Protection Agency: Appointment of Members of Regional Boards

The Director of Corporate Services submitted a Report regarding an invitation from the Scottish Environment Protection Agency to nominate a Member for appointment to the North Regional Board. Details of the invitation were appended to the Report.

It was agreed to nominate Mr Roderick J Murray to be considered for appointment to the North Regional Board of the Scottish Environment Protection Agency.

Appointment of Chief Executive

With reference to Item 143 of the Minute of Meeting of the Policy and Resources of 14 December 1999, the Acting Chief Executive submitted a Report regarding the remit and appointment process for the appointment of a Chief Executive. A proposed job description setting out the duties and responsibilities of the Chief Executive was appended to the Report, together with a draft person specification for the post. Comments on the period of appointment, whether fixed term or permanent were set out in the Report. It was suggested that a permanent post was more attractive and that the post be made on a permanent basis at the appropriate salary

It was noted that the salary for the post was £66,168 per annum including Islands Allowance. It was stated, regarding the recruitment process, that the Comhairle could utilise the professional services of its professional personnel staff or engage a professional recruitment agency. Comments regarding the involvement of Elected Members in the recruitment process were set out in the Report.

     
   

It was agreed:

     
   

(1) to approve the job description as set out in the Appendix to the Report by the Acting Chief Executive;

     
   

(2) that an external recruitment agency be engaged to assist with the appointment of a Chief Executive and that the Director of Corporate Services be authorised to seek tenders for this service;

     
   

(3) that the appointment to the post of Chief Executive be on the basis of a fixed term five year contract.

     
     

Appointment of Director of Environmental Services

The Acting Chief Executive submitted a Report regarding a permanent to the post of Director of Environmental Services. It was indicated that the post had been filled on an acting basis since February 1999 pending a decision by the Comhairle about the future structure of the Environmental Services Department. It was indicated that, following the decision not to proceed with any restructuring proposals, it was appropriate to make a permanent appointment to the post of Director of Environmental Services. It was noted that the post of Depute Director of Environmental Services remained on establishment but was unfilled. It was stated that there was no provision in the budget to fund the Depute Director's post.

     
   

It was agreed:

     
   

(1) to authorise the Acting Chief Executive to proceed with the appointment to the post of Director of Environmental Services on a permanent basis through the normal recruitment procedures; and

     
   

(2) to note that a further Report would be submitted regarding the post of Depute Director of Environmental Services.
