The minutes of meetings of 21 February and 22 February 2000 were approved.

FINANCE

Council Tax and Local Taxation 2000/01

With reference to item 33 of the minute of meeting of the Policy and Resources Committee of 9 March 2000, the following were submitted:

(1) a report regarding the finalising of the Revenue Budget for 2000/01. The Report summarised amendments to the Draft Budget Book proposed by the Service Committees and the Comhairle and set out recommendations on the level of Council Tax required to balance the Comhairle's Draft Revenue Budget for 2000/01;

(2) Minute of Meeting of the Policy and Resources Committee of 9 March 2000; and

(3) the Draft Summary Budget Book for 2000/01.

The Vice-Convener referred to the meeting of the Policy and Resources Committee of 9 March 2000 and outlined the background to the setting of the Council Tax and the budget process. In his statement, the Vice-Convener set out the service aims of the budget, indicating that the Comhairle's agreed focus was to be on economic development and the protection of frontline service delivery.

Mr Roderick J Murray, seconded by Mrs Mary Bremner, moved approval of the minute of meeting of the Policy and Resources Committee of 9 March 2000.

It was agreed as follows:

(1) to approve the recommendations of the Policy and Resources Committee of 9 March 2000;

(2) to approve the Draft Budget contained in the Draft Budget Book for 2000/01 together with the amendments to the Draft Budget as detailed in Appendix A to the Report by the Director of Finance;

(3) that for the purposes of Section 93 (1) (a) of the Local Government Finance Act 1992, the Council Tax for properties in Na h-Eileanan an Iar listed in the Valuation Band D be set at an amount of £724; and

(4) that for the purposes of Section 93 (1) (b) of the Local Government Finance Act 1992, the Council Tax for properties in Na h-Eileanan an Iar listed in other Valuation Bands be as detailed below:
