The Principal Administrator chaired the meeting and called for nominations for Chairman of the Site Visit Sub- Committee meeting.

It was agreed to appoint Mr Donald Maclean as Chairman of the Site Visit Sub-Committee.

PLANNING APPLICATIONS

Bakehouse Extension with Residential Flat above "Kismuil Galley", Castlebay, Isle of Barra

The Chairman ruled that in accordance with the provisions of Section 50B (4) of the Local Government (Scotland) Act 1973, the following item be considered as a matter of urgency in order to allow the Sub-Committee to take a view on the matter prior to making a recommendation to the Development Services Committee which was next scheduled to meet on 21 November 2001.

The Sub-Committee proceeded to inspect the site and also viewed the proposed development from;

(i) the flat above the Post Office, Castlebay, Isle of Barra;

(ii) the vicinity of Telephone House, Castlebay, Isle of Barra and adjacent passage; and

(iii) properties adjacent to Ledaig, Castlebay, Isle of Barra.

The Chairman invited Mr Alastair Banks, Principal Planning Officer to address the meeting and answer any questions in relation to the site. Mr Banks responded to Members' questions.

It was agreed to adjourn the meeting of the Site Visit Sub-Committee at 10.00 am. The meeting of the Site Visit Sub-Committee reconvened in Sgoil Bhagh a' Chaisteil at 10.00 am on Friday 9 November where the following members were found to be present:

With reference to Item 158 of the Minute of meeting of the Development Services Committee of 3 October 2001 the Director for Sustainable Communities submitted a Report concerning an application for planning permission for a Bakehouse Extension with Residential Flat above at "Kismuil Galley", Castlebay, Isle of Barra. The Report gave background information, commented on the application and indicated that representations had been received.

The Director for Sustainable Communities presented to the Sub-Committee, for its consideration, further documentation submitted by the applicant.

It was agreed to recommend that the Director for Sustainable Communities be authorised to grant planning permission for an extension to the Bakehouse with Residential Flat above "Kismuil Galley", Castlebay, Isle of Barra, subject to the conditions detailed at Appendix 1 of the Report.

It was further agreed to recommend that the Director for Sustainable Communities be requested to seek written confirmation of the views of the Firemaster, presented orally to the Sub-Committee, namely that the Firemaster had no objections to the proposed development.
