CONSTITUTION In the absence of the Chairman, the Principal Administrator chaired the meeting and called for nominations for Chairman of the meeting. It was agreed to appoint Mr James L Macarthur as Chairman of the meeting. | |

BUILDING CONTROL The Acting Director of Environmental Services submitted a Report concerning an application for building warrant from Western Isles Care and Repair, acting as agents for Mr Charles Murray, Borva, Newpark, Laxdale, Isle of Lewis. It was indicated in the Report that, as the applicant was the father of Mr Murdo Murray, Director of Technical Services, an Officer of the Comhairle, the matter could not be dealt with in accordance with the Scheme of Delegation. It was further intimated in the Report that the proposals, as submitted, complied with the Building Standards Regulations and would otherwise have been approved. |
It was agreed to authorise the Acting Director of Environmental Services to issue a building warrant (reference 99/00558) in respect of alteration works at Borva, Newpark, Laxdale, Isle of Lewis. | ||

The Acting Director of Environmental Services submitted a Report concerning an application for building warrant from Western Isles Care and Repair, acting as agents for Mr John Morrison, 18 Urquhart Gardens, Stornoway. It was indicated in the Report that, as Mr Morrison was the father-in-law of Mr Alexander A Macdonald, Member for the Carloway Ward, the matter could not be dealt with in accordance with the Scheme of Delegation. It was further intimated in the Report that the proposals, as submitted, complied with the Building Standards Regulations and would otherwise have been approved. |
It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant in respect of alteration works to the house at 18 Urquhart Gardens, Stornoway. | ||

PLANNING APPLICATIONS The Acting Director of Environmental Services submitted a Report concerning an application for planning permission for the erection of a house at 1 Gearradubh, Grimsay. The Report gave background information, commented on the application and indicated that a representation had been received. The Chairman invited Ms Hannah Taylor, Planning Officer, to address the meeting in accordance with the procedure for hearing applicants and objectors. Thereafter, the Chairman invited Mr Duncan Maclure, the applicant, to present his case and to answer questions put by Members of the Sub-Committee. |
It was agreed that the Acting Director of Environmental Services be authorised to grant planning permission for the erection of a house at 1 Gearradubh, Grimsay, subject to the conditions detailed in the Report. | ||

The Acting Director of Environmental Services submitted a Report concerning an application for planning permission for the erection of a house at Church Street, Borve, Isle of Lewis. The Report gave background information, commented on the application and indicated that a representation had been received. It was agreed that the Acting Director of Environmental Services be authorised to grant planning permission for the erection of a house at Church Street, Borve, Isle of Lewis, subject to the conditions detailed in the Report. |

The Acting Director of Environmental Services submitted a Report concerning an application for outline planning permission for the erection of one chalet on land at the rear of 7 Tong, Isle of Lewis. The Report gave background information, commented on the application and indicated that a representation had been received. The Chairman invited Mr Ian Wilson, Planning Officer, to address the Sub-Committee in accordance with the procedure for hearing applicants and objectors. Thereafter, the Chairman invited Mr G Gordon, who made representations in relation to the above planning application and Mr Louis D Maclennan, the applicant, to present their cases and to answer questions put by Members of the Sub-Committee. |
It was agreed that the Acting Director of Environmental Services be authorised to grant outline planning permission for one chalet at the rear of 7 Tong, Isle of Lewis, in terms of the draft decision detailed at Appendix 1 of his Report and subject to condition number 5 being amended on the basis that it would refer to the "whole site and access". | ||

The Acting Director of Environmental Services submitted a Report concerning an application for prior notification from Mr Michael Graham for the erection of an agricultural building. It was intimated in the Report that, as the applicant was the son of Mr Angus M Graham, Member for the Gress Ward, the matter could not be dealt with in accordance with the Scheme of Delegation. |
It was further intimated in the Report that the proposals, as submitted, were in conformity with planning legislation and would otherwise have been approved. | ||
It was agreed that the Acting Director of Environmental Services be authorised to make no objections to the application for prior notification submitted by Mr Michael Graham for the erection of an agricultural building. | ||
