BUILDING CONTROL

The Acting Director of Environmental Services submitted a Report concerning an application for a building warrant for alterations to the house at 19 Skigersta, Ness, Isle of Lewis. It was intimated in the Report that, as the applicant, Mrs Dolina Morrison, was the mother-in-law of Mr Murdo Murray, Director of Technical Services, the matter had not been dealt with in accordance with the Scheme of Delegation and had been referred to the Sub-Committee for determination. It was further intimated in the Report that the proposals, as submitted, complied with the Building Standard Regulations and would otherwise have been approved.

   

It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant in respect of alterations to the house at 19 Skigersta, Ness, Isle of Lewis.

Application for Building Warrant:

6 Gress, Isle of Lewis

The Acting Director of Environmental Services submitted a Report concerning an application for a building warrant for alterations to the house at 6 Gress, Isle of Lewis. It was intimated in the Report that, as the applicant, Mr Alexander Macmillan, was the uncle of Mabel Macleay, Administrative Assistant, Care and Repair Project, the matter had not been dealt with in accordance with the Scheme of Delegation and had been referred to the Sub-Committee for determination. It was further intimated in the Report that the proposals, as submitted, complied with the Building Standard Regulations and would otherwise have been approved.

   

It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant in respect of alterations to the house at 6 Gress, Isle of Lewis.

The Acting Director of Environmental Services submitted a Report concerning an application for building warrant for alterations and an extension to the house at 8 Gress, Isle of Lewis. It was intimated in the Report that, as the applicant was Mr Derek McKim, Head of European and Development Services in the Chief Executive's Office, the matter had not been dealt with in accordance with the Scheme of Delegation and had been referred to the Sub-Committee for determination. It was further intimated in the Report that the proposals, as submitted, complied with the Building Standard Regulations and would otherwise have been approved.

   

It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant in respect of alterations and extension to the house at 8 Gress, Isle of Lewis.

The Acting Director of Environmental Services submitted a Report concerning an application for building warrant for alterations to the house at 29 North Tolsta, Isle of Lewis. It was intimated in the Report that, as the applicant, Mrs Catherine Murray, was the "aunt-in-law" of Christine Murray, Clerical Assistant in the Environmental Services Department, the matter had not been dealt with in accordance with the Scheme of Delegation and had been referred to the Sub-Committee for determination. It was further intimated in the Report that the proposals, as submitted, complied with the Building Standard Regulations and would otherwise have been approved.

   

It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant in respect of alterations to the house at 29 North Tolsta, Isle of Lewis.

The Acting Director of Environmental Services submitted a Report concerning an application for building warrant for alterations to the house at 8 Keose, Lochs, Isle of Lewis. It was intimated in the Report that, as the applicant, Mr Munro Gold, was the Acting Director of Environmental Services, the matter had not been dealt with in accordance with the Scheme of Delegation and had been referred to the Sub-Committee for determination. It was further intimated in the Report that the proposals, as submitted, complied with the Building Standard Regulations and would otherwise have been approved.

   

It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant in respect of alterations to the house at 8 Keose, Lochs, Isle of Lewis.

Alterations and Extension to the House at 8 Gress, Isle of Lewis

PLANNING APPLICATIONS

The Acting Director of Environmental Services submitted a Report concerning an application for planning permission for alterations to the house at 8 Gress, Isle of Lewis, and the erection of a garage. It was intimated in the Report that, as the applicant was Mr Derek McKim, Head of European and Development Services within the Chief Executive's Office, the matter had not been dealt with in accordance with the Scheme of Delegation and had been referred to the Sub-Committee for determination. It was further intimated in the Report that the proposals, as submitted, complied with the Building Standard Regulations and would otherwise have been approved.

   

It was agreed that the Acting Director of Environmental Services be authorised grant planning permission in respect of alterations to the house at 8 Gress, Isle of Lewis, and the erection of a garage, subject to the Conditions detailed at Appendix 1 of the Report.

   

The Chairman ruled that, in accordance with the provisions of Section 50B(4) of the Local Government (Scotland) Act 1973, as detailed in terms of Standing Order 8(a), that the following item be considered as a matter of urgency in order to allow the Committee to take a view on the matter prior to the next meeting of the Committee.

Application for Building Warrant:

Erection of Changing Rooms at Carloway Football Pitch

The Acting Director of Environmental Services submitted a Report concerning an application for building warrant for the erection of changing rooms at the Carloway Football Pitch, Isle of Lewis. It was intimated in the Report that, as the applicant, Mr John Macdonald, was the son of Mr Alexander A Macdonald, Member for the Carloway Ward, the matter had not been dealt with in accordance with the Scheme of Delegation and had been referred to the Sub-Committee for determination. It was further intimated in the Report that the proposals, as submitted, complied with the Building Standard Regulations and would otherwise have been approved.

It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant in respect of the erection of changing rooms at Carloway Football Pitch, Isle of Lewis.

Erection of House:

Oliver's Brae, Stornoway, Isle of Lewis

The Acting Director of Environmental Services submitted a Report concerning an application for planning permission for the erection of a house at Oliver's Brae, Stornoway, Isle of Lewis. The Report gave background information and commented on the application and indicated that representations had been received.

The Chairman invited Mr Ian Wilson, Planning Officer, to address the Sub-Committee in accordance with the Procedure for Hearing Applicants and Objectors.

Thereafter, the Chairman invited Mr T H Law, who was accompanied by Mr Macinnes, and who had made representations in relation to the above application to present his case and to answer questions put by Members of the Sub-Committee.

It was agreed that the Acting Director of Environmental Services be authorised to grant planning permission for the erection of a house at Oiiver's Brae, Stornoway, Isle of Lewis, subject to the conditions detailed at Appendix 1 of the Report and to the following condition:

Condition: The proposed house shall be constructed strictly in accordance with the approved plans and in accordance with the finished floor level indicated on the site by the applicant, ie, 300mm above existing ground level, approximately at the point indicated in red on the attached plan (P1). Any variation from this shall be the subject of revised plans before the development commences: no development shall commence until these revisions have been approved in writing by the Acting Director of Environmental Services.

Reason: To ensure that the level of the proposed development in relation to the adjoining dwelling is satisfactory and to clarify the permission given.
