With reference to item 217 of the Minute of Meeting of 1 October 1997, the Director of Environmental Services submitted a Report concerning an application for reserved matters consent for the construction of a new Arts Centre at the Louise Carnegie Car Park, Stornoway. The Report gave background information, commented on the application and indicated that representations had been received. It was agreed to recommend that the Director of Environmental Services be authorised to grant planning permission for a new Arts Centre, at the Louise Carnegie Car Park, Stornoway, subject to the following conditions: | ||

No development shall be carried out until fully revised details of the principal elevations have been submitted to and approved by the planning authority. |
To ensure a satisfactory standard of development in this prominent location. | ||
(2) |
No development shall be carried out until a fully detailed specification of materials and finishes to be used in the development and representative samples of such materials and finishes have been submitted to and approved by the planning authority. Any subsequently approved details shall be implemented as part of the development. |

No development shall commence until full details of all surface finishes, their specifications, and the manner of their implementation and implications for traffic circulation, together with the arrangements for their future maintenance have been submitted to and approved by the planning authority.
