PLANNING APPLICATIONS

Replace Windows and Doors 45A Cromwell Street

The Director of Environmental Services submitted a Report concerning an application for planning permission to replace the existing timber sliding sash windows with uPVC windows at 45A Cromwell Street, Stornoway, Isle of Lewis. The Report gave background information, commented on the application and indicated that representations had been received.

   

It was agreed that the Director of Environmental Services be authorised to grant planning permission for the replacement of the existing timber sliding sash windows with uPVC windows at 45A Cromwell Street, Stornoway, Isle of Lewis, subject to:

   

(1) the condition detailed in the Report; and

   

(2) the Council's Scheme of Delegation.

Erection of House 1A Lochganvich, Isle of Lewis

The Director of Environmental Services submitted a Report concerning an application for planning permission for the erection of a house at 1A Lochganvich, Isle of Lewis. It was indicated in the Report that the applicant, Mrs Agnes Macdonald was related to Mr Norman A Macdonald, Member for the Uig Ward and Mr Callum I Macmillan, Member for the Aignish Ward and that consequently the matter could not be dealt with within the terms of the Council's Scheme of Delegation.

   

The Report gave background information and commented on the application.

   

It was agreed that the Director of Environmental Services be authorised to grant planning permission for the erection of a house at 1A Lochganvich, Isle of Lewis on terms and conditions to be determined by him, subject to there being no unresolved issues arising from the outstanding consultations.

Alterations and Removal of Lens, Shillay Lighthouse

The Director of Environmental Services submitted a Report concerning an application for Listed Building Consent for alterations and removal of the lens at Shillay Lighthouse. The Report gave background information, commented on the application and indicated that representations had been received.

   

It was agreed that the Director of Environmental Services be authorised to advise Historic Scotland that the Council intended to grant Listed Building Consent for alterations and removal of the lens at Shillay Lighthouse, subject to the Conditions detailed in the Report.

Replace Windows at Church of Scotland Manse, Daliburgh, South Uist

The Director of Environmental Services submitted a Report concerning an application for Listed Building Consent to replace the windows at the Church of Scotland Manse, Daliburgh, South Uist. The Report commented on the application, gave background information and indicated that representations had been received.

The Director of Environmental Services recommended that he be authorised to inform the applicant that:

(1) if amended plans showing retention of the original timber windows were not submitted Listed Building Consent for the replacement of windows at the Church of Scotland Manse, Daliburgh, South Uist would be refused for the following reason:

   

    The removal of original timber windows from the rear of the Manse would result in the loss of repairable elements of the original building which are important architectural and historic features in a building which has been listed for its architectural and historic interest. Accordingly, such work would be contrary to the aims of Policy PD4 of the Western Isles Structure Plan, Policy ENg9 of the Finalised Uists and Benbecula Local Plan and to the advice contained in Historic Scotland's "Memorandum of Guidance on Listed Buildings and Conservation Areas"; and

   

(2) the Council would notify Historic Scotland of its intention to approve amended plans which provided for the retention of the original timber windows in the rear of the Manse.

   

Mr Alexander A Macdonald, seconded by Mr Donald Maclean, moved that the Director of Environmental Services be authorised to notify Historic Scotland that the Council intended to grant Listed Building Consent for the replacement of the windows at the Church of Scotland Manse, Daliburgh, South Uist.

   

Mr Colin Campbell, seconded by Mrs Mary Bremner, moved as an amendment approval of the recommendation of the Director of Environmental Services.

   

On the matter being put to the vote the amendment received the majority of votes cast and became the finding of the Meeting.

   

BUILDING CONTROL

1A Lochganvich, Isle of Lewis

The Director of Environmental Services submitted a Report concerning an application for Building Warrant from Mrs Agnes Macdonald for the erection of a five apartment dwellinghouse at 1A Lochganvich, Isle of Lewis. It was indicated in the Report that the applicant was related to Mr Norman A Macdonald, Member for the Uig Ward and Mr Callum I Macmillan, Member for the Aignish Ward, with the consequence that the application could not be dealt with within the terms of the Council's Scheme of Delegation. It was further stated in the Report that the proposals complied with the Building Standards Regulations.

   

It was agreed that the Director of Environmental Services be authorised to issue a Building Warrant for the erection of a five apartment dwellinghouse at 1A Lochganvich, Isle of Lewis.
