The Minute of Meeting of 1 October 1997 was approved.

   

BUILDING CONTROL

   

The Chairman having declared an interest in the following item, left the Meeting.

   

It was agreed to appoint Mr Donald Maclean Chairman of the Meeting.

1 Leverhulme Drive, Stornoway

The Director of Environmental Services submitted a Report concerning an application for Building Warrant from Mrs Margaret Bisland for alterations to the dwellinghouse at 1 Leverhulme Drive, Stornoway. It was indicated in the Report that the applicant was the mother-in-law of Mr Norman L Macdonald, Member for the Goathill Ward, with the consequence that the application could not be dealt with within the terms of the Council's Scheme of Delegation. It was further stated in the Report that the proposals complied with the Building Standards Regulations.

   

It was agreed that the Director of Environmental Services be authorised to issue a Building Warrant for alterations to the dwellinghouse at 1 Leverhulme Drive, Stornoway.

15 Brue, Isle of Lewis

The Director of Environmental Services submitted a Report concerning an application for Building Warrant from Mr Angus J Maclean for alterations to the dwellinghouse at 15 Brue, Isle of Lewis. It was indicated in the Report that the applicant was the father of Miss Margaret Maclean, Customer Care Officer, Environmental Services Department, with the consequence that the application could not be dealt with within the terms of the Council's Scheme of Delegation. It was further stated in the Report that the proposals complied with the Building Standards Regulations.

   

It was agreed that the Director of Environmental Services be authorised to issue a Building Warrant for alterations to the dwellinghouse at 15 Brue, Isle of Lewis.

   

PLANNING APPLICATIONS

Alter and Extend Butt of Lewis Lighthouse

The Director of Environmental Services submitted a Report concerning an application for planning permission for alterations and extension to the Butt of Lewis Lighthouse. The Report gave background information, commented on the application and indicated that representations had been received.

It was agreed that the Director of Environmental Services be authorised to advise the Secretary of State that the Council intended to grant Listed Building Consent for alterations and extension to the Butt of Lewis Lighthouse, subject to the condition detailed in the Report and to the Council's Scheme of Delegation.

4-6 Goathill Road, Stornoway

The Director of Environmental Services submitted a Report concerning an application for planning permission for revised details for extensions to the rear of 4 and 6 Goathill Road, Stornoway. The Report gave background information, commented on the application and indicated that representations had been received.

   

It was recommended in the Report that the Director of Environmental Services be authorised to grant planning permission for extensions to the rear of 4-6 Goathill Road, Stornoway, subject to the conditions detailed in the Report and to the Council's Scheme of Delegation.

   

It was agreed to defer consideration of the matter to enable the Sub-Committee to visit the site at 4-6 Goathill Road, Stornoway on 29 January 1998, prior to the matter being considered at a Meeting of the Sub-Committee immediately after the visit to the site.

Erection of Detached Block of Flats, Battery Road, Stornoway

The Director of Environmental Services submitted a Report concerning an application for Planning Permission for the development of a new block of 4 flats at Battery Road, Stornoway.

The Report gave background information, commented on the application and indicated that representations had been received.

   

It was agreed that the Director of Environmental Services be authorised to refuse planning permission for the development of a block of 4 flats, Battery Road, Stornoway for the following reasons:

   

(1) The proposed development would not achieve a satisfactory standard of residential amenity and would have a serious detrimental effect on the residential amenity of the adjoining property by virtue of the proximity of the building to existing development and by virtue of the design of the new building.

    The proposal is therefore contrary to Policy DC1 of the finalised Broadbay Local Plan;

   

(2) The applicant has not demonstrated that car parking for the proposed and adjoining development can be provided to a satisfactory standard and layout in accordance with the Council's Adopted Standards.

    The proposal is therefore contrary to Policy DC1 of the finalised Broadbay Local Plan.

Erection of a House at 191 Snishival, South Uist

The Assistant Director of Environmental Services submitted a Report concerning an application for planning permission for the demolition of a derelict house and the erection of a new house and integral garage at 191 Snishival, South Uist. It was indicated in the Report that the applicant was Mr Hamish Fraser, Director of Environmental Services, with the consequence that the application could not be dealt with within the terms of the Council's Scheme of Delegation. The Report gave background information and commented on the application.

   

It was agreed to recommend that the Assistant Director of Environmental Services be authorised to grant planning permission for the demolition of a derelict house and the erection of a new house and integral garage at 191 Snishival, South Uist, subject to the conditions detailed in the Report; and the Council's Scheme of Delegation.
