The Minute of Meeting of 28 January 1998 was approved.

   

The Chairman ruled, in accordance with the provisions of S50B(4) of the Local Government (Scotland) Act 1973, as detailed in terms of standing order 8, that the following item be considered as a matter of urgency in order to allow the committee to take a view on the matter prior to the next meeting of the Comhairle.

CCTV System

Nicolson Institute, Stornoway: Notice of intention to develop

The Director of Environmental Services submitted a report concerning a notice of intention to develop in respect of the installation of a CCTV (closed circuit television) system at the Nicolson Institute, 4 Springfield Road Stornoway. The report gave background information and indicated that representations had been received.

It was agreed to recommend that the Director of Environmental Services be authorised to advise the Secretary of State that planning permission in respect of the installation of a CCTV (closed circuit television) system at the Nicolson Institute, 4 Springfield Road, Stornoway be approved in the terms of the draft decision as detailed at Appendix 1 in his report.

   

It was agreed that, in accordance with the provisions of Schedule 7A of the Local Government (Scotland) Act 1973, the press and public be excluded from the Meeting during consideration of the following two items on the grounds defined in Standard Orders 26(f) namely information relating to the financial or business affairs of any particular person other than the Comhairle.

Arnish Moor Business Park: Funding

With reference to to Item 13 of the Minute of Meeting of 28 January 1998. The Director of Finance submitted a Report concerning the funding of the Arnish Moor Business Park Project. The Report referred to the various options for funding the Project previously outlined to the Committee and commented further on the advice given to the Committee in respect of the Project. It was indicated in the Report that the proposed funding package, detailed in the Report by the Chief Executive concerning the Programmes of Capital Expenditure 1998/99 -2000/2001, had been agreed with Officers of Western Isles Enterprise.

   

It was recommended in the Report that:

(1) the Report be noted; and

(2) the financial details in the Chief Executive's concurrent Report concerning the Programmes of Capital Expenditure 1998/99 - 2000/2001 be noted.

It was agreed to note the Report.

Capital Programmes 1998/2000: Discussions with Western Isles Enterprise

The Chief Executive submitted a Report concerning discussions which had taken place with Western Isles Enterprise in relation to the following projects:

(a) Further Education in the Uists;

(b) Arnish Moor Business Park; and

(c) Leverburgh Waterfront Scheme

   

The Report gave background information on the Projects and indicated that the proposed Council contribution towards the projects could be accommodated within the Council's Programmes of Capital Expenditure 1998/99 - 2000/2001.

   

It was agreed to recommend, insofar as the Committee's interest was concerned, that:

(1) the Director of Finance be authorised to make adjustments to the Non-Housing General Capital Programmes 1998/99 - 2000/2001 in respect of the following projects as detailed in the Report by the Chief Executive:

   

(a) Further Education in the Uists;

(b) Arnish Moor Business Park; and

(c) Leverburgh Waterfront Scheme

   

(2) Mr Donald Maclean, member for the Lochmaddy ward, be appointed to represent the Council's interests on the Further Education in the Uists Project Steering Group.
