PLANNING APPLICATIONS
The Director of Environmental Services submitted a Report concerning an application for planning permission for the renewal of consent to retain a residential caravan at 12 Upper Carloway, Isle of Lewis. The Report gave background information, commented on the application and indicated that approval of the application would be contrary to Local Plan Policy and, therefore, could not be dealt with in terms of the Comhairle's Scheme of Delegation.

The Director of Environmental Services submitted a Report concerning an application for planning permission for renewal of consent to retain a caravan at 131 Newmarket, Isle of Lewis. The Report gave background information, commented on the application and indicated that approval of the application would be contrary to Local Plan Policy and, therefore, could not be dealt with in terms of the Comhairle's Scheme of Delegation.
It was agreed that the Director of Environmental Services be authorised to grant planning permission for the retention of a caravan at 131 Newmarket, Stornoway, Isle of Lewis, on the terms detailed in the draft Decision Notice appended to the Report.

The Director of Environmental Services submitted a Report concerning an application for planning permission for the erection of a house at land between Timsgarry and Ardroil, Uig, Isle of Lewis. The Report gave background information, commented on the application and indicated that representations had been received.
It was agreed that the application for planning permission for the erection of a house at land between Timsgarry and Ardroil, Uig, Isle of Lewis, be refused on the terms detailed in the draft Decision Notice at Appendix 1 of the Report, namely that:
By virtue of its design and large scale and its siting in such a prominent location in the landscape, the proposals would detract from the character of the National Scenic Area;
The proposed house would be on the open moorland side of the Miavaig to Brenish Road and would be isolated from other dwellings and not in keeping with the settlement pattern which is characterised by development predominantly on the seaward side of the road; and
The proposed house would be contrary to National Planning Policy Guidelines as set out in NPPG3, PAN 36 and to Policy PD7 of the Western Isles Structure Plan and Policies EN5, EN9, EN13, H2, H3 and H7 of the Consultative Draft Rural Lewis Local Plan and that the Director of Environmental Services be authorised to notify the applicant of the decision.
