PLANNING APPLICATIONS The Acting Director of Environmental Services submitted a Report concerning an application for planning permission for a change of use from an Old School to house at Grimsay School, Balaglas, Grimsay, North Uist. The Report gave background information and indicated that representations had been received. It was recommended in the Report that the Acting Director of Environmental Services be authorised to grant planning permission for a change of use from an Old School to house at Grimsay School, Balaglas, Grimsay, North Uist, subject to the conditions detailed at Appendix 1 of the Report. The Chairman invited Mr Alastair Banks, Principal Planning Officer, to address the Sub-Committee in accordance with the procedure for hearing applicants and objectors. Thereafter, the Chairman invited Mr Douglas Reid, who had made representations in relation to the above planning application and Mr Alasdair Nicholson, who represented the applicant, Mr Peter C Docherty, to present their cases and to answer questions put by Members of the Sub-Committee, in accordance with the procedure for hearing applicants and objectors. Mr Donald Macdonald stated that, in his view, the loss of amenity by virtue of overlooking, likely to be caused by the non-installation of obscure glazing, would not be sufficient to justify Condition Number 2, as detailed in the Schedule of Proposed Conditions in the Report by the Acting Director of Environmental Services. |
Mr Donald Macdonald, seconded by Mr Donald Manford, moved that the Acting Director of Environmental Services be authorised to grant planning permission for change of use from an Old School to house at Grimsay School, Balaglas, Grimsay, North Uist, subject to the conditions detailed at Appendix 1 of the Report, to an additional condition requiring provision of drainage around the car parking area to the west and south of the proposed house and to the deletion of Condition Number 2, which stated: "Before the house hereby approved is first used, the four middle panes of glass in the windows in the north east elevation shown on the plan as approved as part of this planning permission, shall be converted to obscure glass. These and any other window to be inserted in this elevation in the future, shall be retained in obscure glass throughout the life of the development. Reason - In order to protect the privacy and amenity of the occupants of the adjacent property". Mr Archibald K Campbell, seconded by Mr Roderick Morrison, moved, as an amendment, that the Acting Director of Environmental Services be authorised to grant planning permission for change of use from an Old School to house at Grimsay School, Balaglas, Grimsay, North Uist, subject to the conditions detailed at Appendix 1 of the Report by the Acting Director of Environmental Services and to an additional condition requiring provision of drainage around the car parking area to the west and south of the proposed house. On the matter being put to the vote, the motion received the majority of votes cast and became the finding of the meeting. | ||
