CONSTITUTION

There was submitted a Note of Procedure for the Hearing of Applicants and Objectors at meetings of the Development Services Sub-Committee.

It was agreed to note the Procedure.

Erection of a House at 18 Marybank, Stornoway

PLANNING APPLICATIONS

The Acting Director of Environmental Services submitted a Report concerning an application for planning permission for the erection of a house at 18 Marybank, Stornoway. The Report gave background information, commented on the application and indicated that representations had been received.

The Principal Planning Officer referred the Sub-Committee, the applicant and those who had submitted representations in respect of the proposed development, to a letter dated 7 August 1999 from the Laxdale Community Council, concerning the application.

The Chairman invited Mr Steven Martin, the applicant,and Mr Ian Maciver, Macdonald Maciver and Co, Solicitors, Estate Agents and Notaries, who had been instructed by Mrs D Macleod, 17 Marybank, to present their cases and to answer questions put by Members of the Sub-Committee.

The Sub-Committee, having sought and obtained the permission of the owner of the land at 18 Marybank, agreed to adjourn the meeting to afford Members of the Sub-Committee an opportunity to visit the site at 18 Marybank.

The Sub-Committee reconvened at 7.50pm, when the following Members were found to be present:

It was agreed that the Acting Director of Environmental Services be authorised to grant planning permission for the erection of a house at 18 Marybank, Stornoway, subject to the conditions detailed at Appendix 1 of the Report.

BUILDING CONTROL

The Chairman ruled that, in accordance with the provisions of 50B(4) of the Local Government (Scotland) Act 1973, as detailed in terms of Standing Order 8(a), that the following item be considered as a matter of urgency in order to allow the Sub-Committee to take a view on the matter prior to the next meeting of the Comhairle.

The Acting Director of Environmental Services submitted a Report concerning an application for building warrant from the Northton Heritage Trust for the erection of a Genealogy Centre at Northton, Isle of Harris. It was indicated in the Report that, as the applicant's agent, Mr Philip McLean, Member for the Plasterfield Ward, the matter could not be dealt with in accordance with the Scheme of Delegation. It was stated in the Report that the proposals complied with the Building Standards Regulations.

It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant for the erection of a Genealogy Centre, Isle of Harris.
