Application for Building Warrant: 19 Brue, Isle of Lewis

BUILDING CONTROL

The Acting Director of Environmental Services submitted a Report concerning an application for building warrant for alterations to the house at 19 Brue, Isle of Lewis. It was intimated in the Report that, as the applicant, Mr Kenneth Matheson, was the brother-in-law of Mr John Cunningham, Planning Officer, the matter had been referred to the Sub-Committee for determination.

   

It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant in respect of alterations to the house at 19 Brue, Isle of Lewis.

   

The Chairman ruled that, in accordance with the provisions of 50B(4) of the Local Government (Scotland) Act 1973, as detailed in terms of Standing Order 8(a), the following item be considered as a matter of urgency in order to allow the Sub-Committee to take a view on the matter prior to its next meeting.

Application for Building Warrant: Health Centre, Springfield Road, Stornoway

The Acting Director of Environmental Services submitted a Report concerning an application for building warrant for an extension to the first floor of the Health Centre, Springfield Road, Stornoway. It was intimated in the Report that, as the applicant's agent was Mr Philip McLean, Member for the Plasterfield Ward, the matter had been referred to the Sub-Committee for determination.

   

It was agreed that the Acting Director of Environmental Services be authorised to issue a building warrant in respect of an extension to the first floor of the Health Centre, Springfield Road, Stornoway.

Construction of Slipway at Keose, Lochs, Isle of Lewis

PLANNING APPLICATIONS

The Acting Director of Environmental Services submitted a Report concerning an application for planning permission for the erection of a slipway at Keose, Lochs, Isle of Lewis. It was intimated in the Report that, as the application for planning permission had been submitted by Mrs Janet Gold, wife of the Acting Director of Environmental Services, on behalf of Keose and Glebe Community Association the matter had been referred to the Sub-Committee for determination.

   

It was agreed that the Acting Director of Environmental Services be authorised to grant planning permission for the erection of a slipway at Keose, Lochs, Isle of Lewis, subject to the conditions shown at Appendix 1 of the Report.

Erection of House at 4 Scaristavore, Harris

The Acting Director of Environmental Services submitted a Report concerning an application for planning permission for the erection of a house at 4 Scaristavore, Isle of Harris.

There was submitted a letter of 7 October 1999 from Scottish Natural Heritage, making representations in connection with the above mentioned application.

It was recommended in the Report that planning permission for the erection of a house at 4 Scaristavore, Isle of Harris, be refused for the following reasons:

(1) by virtue of its large scale and its siting in such a prominent location in the landscape, the proposals would detract from the character of the National Scenic Area; and

(2) the proposed house would be contrary to National Policy Planning Guidelines as set out in NPPG3, NPPG14, PAN36 and to Policy PD7 of the Western Isles Structure Plan and Policies ENV1, ENV25, HS2 and HS11 of the Consultative Draft Harris Local Plan.

The Chairman invited Mr Alastair Banks, Planning Officer and Mr Douglas Laird, on behalf of the applicant, to present their cases and to answer questions put by Members of the Sub-Committee.

The Sub-Committee noted the applicant's proposals to revise his application.

   

It was agreed that the Acting Director of Environmental Services be authorised to grant planning permission for the revised application, as outlined to the Committee by Mr Douglas Laird, on behalf of the applicant, subject to the Comhairle's Scheme of Delegation.
