Education Sub-Committee

The minute of meeting of the Education Sub-Committee of 29 June 2000 was approved.

   

SUPPORT SERVICES

   

It was agreed that, in accordance with the provisions of Schedule 7A of the Local Government (Scotland) Act 1973, the press and public be excluded from the meeting during consideration of the following item on the grounds defined in Standing Order 26(c), namely, that exempt information relating to a particular applicant for a service provided by the Comhairle would be disclosed.

School Transport Appeal

The Acting Director of Education and Leisure Services submitted appeals for school transport received from parents of pupils for whom free transport had been refused, on the grounds that the cases fell outwith the current policy on school transport.

The Principal Administrator sought and obtained the Chairman's permission to withdraw case no L54/00.

The Sub-Committee proceeded to determine the appeals in the light of the information submitted by and on behalf of the appellants, the local member or parent, where appropriate and the Departments of Technical Services and Education and Leisure Services as follows;

The Chairman ruled in terms of Standing Order 8(a) that the following item be considered as a matter of urgency in order to enable the Comhairle to notify the appellants of the decision as soon after the start of the school session as possible.

   

The Sub-Committee proceeded to determine the appeals in the light of the information submitted by and on behalf of the appellants, the local member or parent, where appropriate and the Departments of Technical Services and Education and Leisure Services as follows;

NU17/00 Lochmaddy Appeal not upheld

Appeal: Lodgings Allowance

The Acting Director of Education and Leisure Services submitted a report concerning an appeal for Lodgings Allowance for a pupil who has transferred from Sir E Scott School to the Nicolson Institute for S5 education. The report detailed that a placing request for transfer to S5 at the Nicolson Institute had been granted to pupil AB. The placing request had been granted in order to allow the pupil to continue with Higher Music and allow access to playing with other musicians.

It was agreed that the appeal be upheld and lodgings allowance be granted for the session 2000-2001 on the grounds of exceptional circumstances and subject to the lodgings having been selected from the Comhairle's approved lodgings register and that the Comhairle meet the liability lodging allowance from the date of entry to the lodgings on the Comhairle's approved register.
