The Minute of Meeting of 29 January 1999 was approved.

   

It was agreed that the public, including the press, be excluded from the meeting during consideration of the following item on the grounds that exempt information in terms of Schedule 7A of the Local Government (Scotland) Act 1973 as defined in Standing Order 26(i) would be disclosed, namely, any terms proposed or to be proposed by or to the Comhairle in the course of negotiation for a contract for the acquisition or disposal of property or supply of goods or services.

Bus Contracts

With reference to item 2 of the Minute of Meeting of 29 January 1999 the Director of Technical Services submitted a Report detailing the tenders which had been received for Integrated Bus Transport Contracts in Lewis, North Uist and South Uist as part of the second round of tendering.

It was agreed to accept tenders for Integrated Bus Transport Contracts in Lewis, North Uist and South Uist as detailed in the appendix to the Minute.

It was further reported that negotiations with further operators had taken place as follows:-

 

(1)

it was reported that in relation to the review of side roads in Point no co-operation had been received from the current operator and that it was therefore proposed to keep the run into Camach Park, Portvoller, Upper Garrabost and Small Head as part of the summer timetable and negotiate with the group providing transport for the disabled in relation to the future provision of the run.

 

(2)

that in relation to New and North Shawbost the North Shawbost run was not being used. However, the New Shawbost was and it was therefore proposed to provide this run six days a week at an annual cost of £780.00.

 

(3)

in relation to Contract BE1B it was proposed that the services to Askernish be maintained at an annual cost of £1,299.00.

it was proposed that the service to Garrynamonie be provided as part of Contracts BE1B and SU9. The total cost which had been proposed was £2,590.00 but it was hoped to negotiate this down by a further £1,000.00 by limiting the number of journeys. It would perhaps be appropriate to consider a minibus in the long term.

in relation to Contract SU11 (the Lasgair Side Road) it was proposed to provide Tuesday and Thursday shopping journeys at an annual cost of £250.00.

in relation to Contract HA7 (the Maaruig shopping journey) it was proposed to make this a request journey at a maximum cost of £880.00 per annum. The operator wanted a third of this sum guaranteed and this was considered to be reasonable.

in relation to Contract HA7 (Rhenigadale) to provide a service on School holidays and Saturdays on an on-call basis for the whole of the summer would have a maximum annual cost of £3,300.00. If Saturdays were to be excluded this cost would reduce to £2,000.00. It was recommended that it may be worth trying this for one summer at a cost of up to £3,300.00 and monitoring carrying figures.

in relation to Contract SU13 (Lionacleit early closure) it was proposed to re visit this in three years time but to make no change for the moment as it could present a difficulty to some children who travelled to Barra.

it was reported that negotiations were still under way with Scalpay minibus Committee in relation to Contract HA5.

in relation to contract HA11 it was reported that the Comhairle was trying to redistribute its own minibuses to have a minibus available which would start from Leverburgh to provide the Seilebost service and that there may be a small additional cost.

in relation to Contract NU3 it was proposed that the Berneray service be provided by the Comhairle itself.

   

It was further reported that these enhancements could be achieved within the budget.

   

It was also reported that the operators discs in relation to Contracts WS6, WS7, PB3 and SY4 had not yet been granted but it was anticipated that they would be so by 12 March and if necessary a special meeting would be arranged to reconsider these contracts. It was also proposed that the Special Needs Contracts be continued until the end of the school year in June and that they would then be let on a school year basis.

   

The Sub-committee agreed to recommend acceptance or amendment of contracts on the basis detailed in paragraphs 2, 3, 4, 5, 6 and 7 above and noted the further points reported.

   

The Chairman requested that his thanks be recorded to the staff in the Transport Section for their excellent work during this exercise.
