The Minute of Meeting of 13 March 2001 was approved.

   

LICENCING

   

It was agreed that, in accordance with the provisions of Schedule 7 of the Local Government (Scotland) Act 1973 the public, including the press, be excluded from the meeting during consideration of the following item on the grounds that exempt information in terms of Standing Order 26(f) would be disclosed, namely, information relating the financial or business affairs of any particular person other than the Comhairle.

The Sub-Committee ruled that, in terms of the Local Government (Scotland) Act 1973, as defined in Standing Order 67, the following matter could be considered as there had been a material change of circumstances in respect of the new administrative procedures adopted by the applicant.

With reference to item 2 of the Minute of Meeting of 13 March 2001 the Acting Director of Environmental Services submitted a Report concerning an application for a licence to deal in second hand motor vehicles by Mr R G. The Report detailed the background to the matter and indicated that, since the previous meeting, the applicant had employed an additional member of staff to assist in the administrative side of his business.

Mr R G and the representative of the Acting Director of Environmental Services were invited into the meeting and were heard by the Sub-Committee. Members of the Sub-Committee were given the opportunity to ask questions of Mr R G and the representative of the Acting Director of Environmental Services. Both parties left the meeting during consideration of the matter.

It was agreed that Mr R G's application for a licence to act as a dealer in second hand motor vehicles be approved for a period of 12 months subject to the usual licence conditions.
