LICENSING | ||
It was agreed that, in accordance with the provisions of Schedule 7 of the Local Government (Scotland) Act 1973, the public, including the press, be excluded from the meeting during consideration of the following item on the grounds that exempt information in terms of Standing Order 26(f) would be disclosed, namely, information relating to the financial or business affairs of any particular person other than the Comhairle. | ||

Members of the Sub-Committee were afforded an opportunity to visit Mr KAC's site at North Bragar, Isle of Lewis, prior to the start of the meeting. With reference to item 6 of the Minute of Meeting of 25 April 2001, the Acting Director of Environmental Services submitted a report concerning an application for a Licence to Deal in Metal from Mr KAC. The report detailed the background to the matter and outlined concerns that had been expressed by the Comhairle's Principal Planning Officer. Mr KAC had previously indicated that he would not be attending the meeting and the Principal Planning Officer was invited into the meeting and was given an opportunity to be heard by the Sub-Committee. Members of the Sub-Committee were given an opportunity to ask questions of the Principal Planning Officer. The Principal Planning Officer left the meeting during consideration of the matter. It was agreed that Mr KAC's application for a licence to act as a Dealer in Metal be approved for a period of six months and that the following conditions would be attached to the licence in addition to the standard licence conditions: |
(1) the fencing round the site be completed and painted to the satisfaction of the Director for Sustainable Communities; and (2) short term customer parking be provided and deliniated to the satisafaction of the Comhairle's Road Safety Officer. | ||

Members of the Sub-Committee were afforded an opportunity to visit Mr MT's site at Marybank, Stornoway prior to the start of the meeting. With reference to item 7 of the Minute of Meeting of 25 April 2001 the Acting Director of Environmental Services submitted a report concerning an application for a Licence to deal in metal from Mr MT. The report detailed the background to the matter and indicated that an objection to the application had been lodged by Miss FC. The Sub-Committee was informed that neither Mr MT nor Miss FC would be present at the meeting and a further submission from Miss FC was circulated. It was agreed that Mr MT's application for a Licence to act as a Dealer in Metal be approved for a period of 2 years, subject to the usual licence conditions. |
