Mr Alastair Banks, Head of Development Services outlined the arrangements for the site visits to Blar Buidhe Nursing Home, Plasterfield, Isle of Lewis and 19 North Street, Sandwick, Isle of Lewis.

 

The Committee visited the site at Blar Buidhe Nursing Home, Plasterfield, Isle of Lewis.

 

The Chairman invited Mr Alasdair Banks to address the meeting and answer Members’ questions in relation to the site.

Blar Buidhe Nursing Home, Plasterfield, Isle of Lewis

With reference to item 13 of the Minute of Meeting of 4 February 2004 the Director for Sustainable Communities submitted a Report concerning an application for Planning Permission to extend Blar Buidhe Nursing Home, Plasterfield, Isle of Lewis.  The Report gave background information commented on the application and indicated that representations had been received.

 

It was recommended in the Report that the Director for Sustainable Communities be authorised to grant planning permission for an extension to the Blar Buidhe Nursing Home, Plasterfield, Isle of Lewis, subject to the conditions detailed in Appendix 1 of the Report.

 

The Vice-Chairman, seconded by Mr Donald Maclean, moved that the Director for Sustainable Communities be authorised to refuse planning permission for an extension to the Blar Buidhe Nursing Home, Plasterfield, Isle of Lewis for the following reason, namely :

 

‘The development as proposed would harm the amenities of residents of adjacent houses on Cnoc Iomhair by reasons of visual dominance and overshadowing’.

 

 

 

The Chairman, seconded by Mr Peter Carlin, moved as an amendment that the Director for Sustainable Communities be authorised to grant planning permission for the extension of Blar Buidhe Nursing Home, Plasterfield, Isle of Lewis, subject to:

 

(1)                 the conditions shown in Appendix 1 of the Report;

 

(2)                 the Acting Director of Corporate Services, in consultation with the Director for Sustainable Communities and the Director of Social Work, concluding an agreement under Section 75 of the Town and Country Planning (Scotland) Act 1997 to secure a commitment to retain 12 beds at Blar Buidhe for use by the elderly mentally ill, as defined to the satisfaction of the Director of Social Work; and

 

(3)                 the receipt of amended plans to the satisfaction of the Director for Sustainable Communities, showing the south elevation of the proposed extension to be at least two metres further back from the boundary with the houses on Cnoc Iomhair.

 

There being an equality in the voting the Chairman gave his casting vote in favour of the amendment, which became the finding of the meeting and it was agreed to recommend accordingly.

 

 

Erect House at 19 North Street, Sandwick, Isle of Lewis

With reference to item 14 of the Minute of Meeting of 4 February 2004 the Director for Sustainable Communities submitted a Report concerning an application for planning permission to erect a house at 19 North Street, Sandwick, Isle of Lewis.  The Report gave background information, commented on the application and indicated that representations had been received.

 

It was agreed to recommend that the Director for Sustainable Communities be authorised to refuse outline planning permission to erect a house at 19 North Street, Sandwick, Isle of Lewis for the following reason:

 

‘The Comhairle considers that the potential impact of the development on the operational capabilities of Stornoway Airport is unacceptable and is therefore contrary to Policy DC1 of the Adopted Broadbay Local Plan’.
