Licence to Deal in Metal beside Bennadrove Landfill Site CH03.08.05 |

The Director of Environmental Services submitted a Report concerning an application by Mr Mark Tayburn, trading as Mako Trowels, for a licence to deal in metal for a metal storage/recycling facility at Bennadrove, Stornoway. The Report indicated that a formal objection to the application had been received from NewValley and Guershader Grazings Committee. |
The applicant and representative of the objector were invited into the meeting and given the opportunity to present their case to the Members. Members of the Sub-Committee were offered the opportunity of asking questions of the applicant and the objector. | ||
It was agreed that, in accordance with the provisions of Schedule 7A of the Local Government (Scotland) Act 1973, the public, including the press, be excluded from the Meeting during consideration of the application on grounds defined in Standing Order 26m(i), namely, that exempt information which, if disclosed to the public, would reveal that the Comhairle proposed to give under any enactment a notice under or by virtue of which requirements were imposed on a person. | ||
It was agreed: (1) that the application by Mr Mark Tayburn, trading as Mako Trowels, for a licence to deal in metal for a metal storage/recycling facility at Bennadrove, Stornoway be approved for a period of twelve months subject to the following amendment to Condition No 6:- "Operations at the site shall only take place between the hours of 0800 hours and 1800 hours, Monday to Saturday;" | ||
(2) to recommend that, in future, all applicants and persons who have made relevant objections and representations in respect of Civic Government Licensing cases would be given the opportunity to be heard for a reasonable period by the Sub-Committee prior to the determination of the application, unless the applications were not contentious. |
