The Minute of Meeting of 17 May 2000 was approved. |
LICENSING It was agreed that, in accordance with the provisions of Schedule 7 of the Local Government (Scotland) Act 1973, the public, including the press be excluded from the Meeting during consideration of items 9 and 10 on the grounds that exempt information in terms of Schedule 7A of the Local Government (Scotland) Act 1973, as defined in Standing Order 26(f) would be disclosed, namely, information relating to the financial or business affairs of any particular person. | ||

The Acting Director of Environmental Services submitted a Report concerning an application by Mr R G to renew his licence to deal in second hand motor vehicles. The Report detailed the concerns expressed by the Trading Standards Section in respect of the application. The Sub-Committee was informed that Mr R G would not be present at the Meeting. It was agreed that the application by Mr R G for a licence to deal in second hand motor vehicles be approved for a period of three months and the matter would be reconsidered by the Sub-Committee |

The Acting Director of Environmental Services submitted a Report detailing an application by Mr M A for a licence to act as a street trader. The Report detailed the concerns expressed by the Trading Standards Service in respect of the application. Mr M A and the representative of the Acting Director of Environmental Services were invited into the Meeting to present their respective cases. Both parties and members of the Sub-Committee were given an opportunity to ask questions. Following presentation of the cases Mr M A and the representative of the Acting Director of Environmental Services withdrew from the Meeting during consideration of the matter. It was agreed that Mr M A's application for a Street Traders Licence be approved for a period of six months and that the following conditions would be attached to the licence in addition to the standard licence conditions; |
(1) The licensee shall comply with the relevant Consumer Credit legislation relating to his activities. In particular, and without prejudice to the foregoing, the licensee shall ensure that he provides his customers with an agreement, signed by both Mr M A and the appropriate customer containing the following information; (a) date of transaction; (b) description of goods; (c) cash price of goods; (d) deposit paid; (e) total amount of credit charges; and (f) method of repayment (2) The licensee shall provide all his customers with a repayment book that contained a record of the amount of payments made by the customer and the date on which these payments were made. | ||

Proposed Future Allocation of Landfill Tax Credits CH03.08 |

With reference to item 21 of the Minute of Meeting of Environmental Services Committee of 31 March 2000 the Acting Director of Environmental Services submitted a Report concerning the future allocation of Landfill Tax Credit monies. The Comhairle had previously approved a strategy to concentrate all Landfill Tax Credit funding over the following years on undertaking environmental enhancement projects centred mainly in the Stornoway and Balivanich area and the Report detailed recommendations based upon the suggested strategy. It was agreed to recommend that: (1) the Comhairle commit £30k of Landfill Tax Credits to fund the production of an Amenity Development Plan for the Stornoway area, 15% of the available credits to the Southern Isles Amenity Trust and the remainder to the Marybank Partnership, until 31 October 2001; (2) all Landfill Tax Credit monies in the five year period from November 2001 be concentrated on carrying out an approved Stornoway Amenity Development Plan and in undertaking parts of the Balivanich Enhancement Plan; and (3) the Acting Director of Environmental Services be authorised to implement the changes detailed in the Report into the Scheme of Administration for contributions to Landfill Tax bodies.
