Minute of Meeting of 4 February 2005

The Minute of Meeting of 4 February 2005 was approved.

 

 

 

 

 

It was agreed that the public including the press be excluded from the meeting during consideration of the following item on the grounds that exempt information as defined in paragraph 9 of Schedule 7A of the Local Government (Scotland) Act 1973 would be disclosed, namely, information relating to any terms proposed or to be proposed by or to the Comhairle under any particular contract for the acquisition of property or the supply of goods or services.

 

 

 

STOCK TRANSFER

 

HHP Business Plan: Summary of main points

With reference to the Minute of Meeting of the Sub-Committee of 4 February 2005 the Chief Executive submitted a Report providing a synopsis of the main points of the HHP business plan. This Report provided a summary of the main sections of the business plan.

 

It was agreed that at least two further meetings of the Sub-Committee would require to be held prior to the end of March 2005 and that DTZ Pieda, the Comhairle's specialist advisers, and Harper Macleod, the Comhairle's solicitors, be invited to attend the first of these meetings and that officers of Hebridean Housing Partnership be invited to attend the second of these meetings.

 

It was agreed that in the interim clarification/information should be sought from Hebridean Housing Partnership in respect of the following areas:-

 

Affordability and fuel poverty and the extent to which account had been taken of studies carried out.

 

Services to be provided by HHP to the Comhairle.

 

The Building Maintenance Term Contract and the involvement of the Comhairle's Commercial Operations Unit. 

 

The relationship between HHP and TIG/Care and Repair.

 

The Human Resources' function and resources of HHP.

 

 

 

The treatment of open spaces.

 

Aids and adaptations.

 

Residual Housing Function in the event of Housing Stock Transfer

The Clerk sought and obtained the Chairman's permission to withdraw this item.

It was agreed that the date of the next meeting would be determined following clarification of the availability of DTZ Pieda and Harper Macleod.
