		TRANSPORTATION
Stornoway Transportation Study T01	1	The Director of Technical Services submitted a Report relating to the Stornoway Transportation Study. The Chairman invited representatives from Faber Maunsell to present the findings of their researcth together with a series of recommendations as to how the traffic management and parking issues in Stornoway could be resolved. An opportunity was afforded to Members to ask questions of the representatives from Faber Maunsell. The Chairman thanked the representatives from Faber Maunsell for their presentation. It was agreed to recommend that the Comhairle: (1) note the findings of the Stornoway Transportation Study; (2) approve the introduction of waiting restrictions as shown on the plans displayed at the meeting (a) with one way streets at Lewis Street from Scotland Street to James Street, Keith Street from James Street to Scotland Street and Church Street from Keith Street to Cromwell Street and (b) not including the option of a one-way street on Cromwell Street and North Beach at this time; and (3) agree to extend the appointment of Faber Maunsell to undertake the preparation of the necessary traffic orders to implement recommendation (2) above subject to the agreement of terms and conditions to the satisfaction of Chief Executive in consultation with Director of Technical Services.
		SEA TRANSPORT
Stornoway to Ullapool Replacement Vessel Study T06.01	2	The Director of Technical Services submitted a Report concerning the Stornoway to Ullapool Replacement Vessel Study. Mr Chris Fisher of Fisher Associates was invited to give a presentation to the Committee on the Stornoway to Ullapool Replacement Study. An opportunity was afforded to Members to ask questions of Mr Fisher. The Chairman thanked Mr Fisher for his presentation.
		It was agreed to recommend that the Comhairle: (1) note the findings of the Stornoway to Ullapool Replacement Vessel Study; (2) consider its role in the promotion of the delivery of the necessary improvements to the ferry service; and (3) authorise the Director of Technical Services to make representations based on the findings of the study to HITRANS and the Scottish Executive for the undertaking by the appropriate body of a STAG appraisal for a replacement vessel – said appraisal to include an assessment of the reasons for the high level of cancellations to ferry services and the results of this assessment being utilised to produce the most appropriate design for any new vessel.
