The Administrator Chaired the Meeting and called for nominations for Chairman of the Meeting.

It was agreed to appoint Mr Donald Macdonald as Chairman of the Meeting.

Arising from consideration of this item it was agreed that the election of Chairman and the election of a Vice-Chairman would be considered at the next Meeting of the Sub-Committee.

TRAFFIC MANAGEMENT

Traffic Order - South Beach Quay

The Director of Technical Services submitted a Report concerning the proposed implementation of a traffic order on South Beach Quay, Stornoway. The Report indicated representations had been received from businesses and Stornoway Pier and Harbour Commission concerning the need to implement adequate parking restrictions on the section of road to allow unrestricted access to that area of South Beach Quay.

It was agreed that double yellow lines be placed on both sides of South Beach Quay from the end of the bus shelter to the end of the road leased by the Comhairle from the Pier and Harbour Commission as detailed in the Report.

Traffic Order - Battery Road (Newton)

The Director of Technical Services submitted a Report detailing a proposed amendment to an existing traffic order at Battery Road, Stornoway. An order had been promoted in 1968 to prevent entry into Battery Road from Inaclete Road and this was later enforced by erecting bollards to physically prevent traffic entering the road. Representations have now been received from Newton Ward Residents Association, the police and residents of the new housing development adjacent to Battery Road regarding the unsafe access and exit from Battery Road into Newton due to the increased volume of traffic.

   

It was agreed that:

(1) the traffic order of 1968 be revoked;

(2) a new order be promoted which would prevent access or exit from Battery Road to Newton; and

(3) the bollards be removed and relocated at the Newton end of Battery Road to make the junction of Battery Road and Inaclete Road the means of access or exit.

Prohibition of Waiting Order at Shell Street, Stornoway

The Director of Technical Services and Director of Corporate Services submitted a joint Report concerning a traffic order to address a visibility and parking problem at the entrance to the new ferry terminal and along Shell Street, Stornoway. Following an advertisement an objection had been received and dissuasion with the objector indicated that he wished to maintain his objection which related solely to an area immediately in front of his own premises. The Report proposed that the order previously advertised be restricted to a single yellow line along the length of the road as detailed and that the remainder of the order previously advertised would be promoted as a separate order.

It was agreed that:

(1) the Comhairle nan Eilean Siar (Shell Street) prohibition and waiting order be restricted to the length of road detailed in the Report and subject to clarification being obtained that the objection relating to this area would be withdrawn; and

(2) the Comhairle nan Eilean Siar (Shell Street) (Number 2) Prohibition of Waiting Order be promoted in respect of the length of road detailed in the Report.
