TRANSPORTATION SUB-COMMITTEE

Minute of Meeting held in the Council Offices, Balivanich, Isle of Benbecula on Wednesday 31 March 1999 at 2.00 pm.

CONSTITUTION

Election of Chairman

The Principal Administrator chaired the meeting and called for nominations for Chairman of the Meeting.

It was agreed to appoint Mr Donald Macdonald as Chairman of the Meeting.

SUPPORT SERVICES

It was agreed that, in accordance with the provisions of Schedule 7A of the Local Government (Scotland) Act 1973, the Press and Public be excluded from the Meeting during consideration of the following items 2 and 3 on the grounds defined in Standing Order 26(f), namely, that exempt information relating to the financial or business affairs of a particular person other than the Comhairle would be disclosed.

Taxi Driver Licence Application A

The Director of Corporate Services submitted a Report concerning an application for a Taxi/Private Hire Car Licence from applicant A. The background to the application was detailed and a letter from the Area Commander, Northern Constabulary was enclosed.

It was agreed to consider written representations received from the local Member and the applicant was invited into the meeting together with the Solicitor to the Council and the Area Commander, Northern Constabulary.

Both parties presented their cases and an opportunity was afforded to both parties and the Sub-Committee to examine the respective cases.

After the final summing up by the Solicitor to the Council and then the applicant, the parties withdrew from the meeting.

It was agreed to grant the application.

Adjournment

It was agreed to adjourn the meeting and reconvene at a date and time suitable to the members Sub-Committee.

Reconvened Meeting

The Sub-Committee reconvened at Lionacleit Education Centre, Isle of Benbecula on Tuesday 27 April 1999 at 12 noon when the following members were found to be present:

The Director of Corporate Services submitted a Report concerning an application for a Taxi/Private Hire Car Licence from applicant B. The background to the application was detailed and a letter from the Area Commander, Northern Constabulary was enclosed.

It was agreed to consider written representations received on behalf of the applicant and the applicant was invited into the meeting together with the Council's Solicitor and a Police Sergeant, on behalf of the Area Commander, Northern Constabulary.

Both parties presented their cases and an opportunity was afforded to both parties and the Sub-Committee to examine the respective cases.

After the final summing up by the Council's Solicitor and then the applicant, the parties withdrew from the meeting.

It was agreed to grant the application.
