With reference to Item 10 of the Minute of Meeting of 24 June 1996, the Director of Technical Services submitted a Report concerning the outcome of a Public Meeting regarding the Bayhead Traffic Management Scheme. It was agreed to note the Report. |
Car Parking, Stornoway T09.01.01 |

With reference to Item 9 of the Minute of Meeting of 26 March 1997, the Director of Technical Services submitted a Report concerning progress on the introduction of parking charges for car parks in Stornoway. The background to the matter was outlined, together with the current proposals. It was agreed to recommend that: (1) it be noted that the proposed Arts Centre had received a considerable allocation from the Lottery Fund and was likely to commence site work on the Louise Carnegie Car Park early in the next Financial Year; (2) it be noted that European funding was being sought for the Stornoway Regeneration Scheme which would also remove a considerable number of car parking spaces from the Perceval Square Car Park; (3) approval be given in principle to the leasing of the car park and lorry marshalling area on No 1 Pier from the Stornoway Pier and Harbour Commission to provide additional car parking spaces, which will not be included in the charging proposals; (4) the Louise Carnegie Car Park be removed from the charging proposals, subject to the inclusion of the funding package by An Lanntair; |
(5) the South Beach Car Park be included within the list of off-street car parks to be subject to car parking charges; (6) the Director of Technical Services be authorised to investigate other potential car parking sites in the peripheral areas of Stornoway for long-term car parking as a matter of urgency; and (7) the introduction of charging for the use of car parking in Stornoway be on the basis of an 18 month trial period. | ||

The Director of Technical Services submitted a Report concerning the deteriorating condition of road signs and junction markings. It was agreed to recommend that the Director of Technical Services submit a further detailed Report with an indication of the road signs and markings required, indicating costs and that a capital programme be established to enable the work to be undertaken. |

The Director of Technical Services submitted a Report concerning a proposal for a controlled junction at Matheson Road/Goathill Road/Church Street Junction. It was agreed to recommend that the Director of Technical Services submit a further more detailed Report showing the location and costs to the next meeting. |
Speed Limit Requests T09.03.01 |

The Director of Technical Services submitted a Report concerning requests which had been received for the implementation of speed limits at various locations throughout the Islands. It was agreed to recommend that: (1) only locations that, following inspection by the Police and Road Safety Officers, are deemed worthy of further consideration will be assessed in accordance with the Scottish Office Guidelines on speed limits; (2) in relation to requests received, the following locations are considered for further investigation: (a) a section of the North Tolsta village road; (b) a section at Lionel School from the main road to include the loop to Eoropie and Knockaird. |

The Director of Technical Services submitted a Report concerning vehicle speeds on East Street, Sandwick. A letter from Mr Donald Nicholson, Member for Sandwick Ward, was enclosed. It was agreed to recommend that the letter from Mr Donald I Nicholson, Member for Sandwick Ward, be noted and the Director of Technical Services submit a Report on the matters raised in the letter. |
