Disabled Parking Spaces in Stornoway |

The Director of Technical Services submitted a Report detailing the requirement for disabled parking spaces within Stornoway, identifying the parking facilities which had been requested from various individuals and organisations. The Report detailed the benefits of the various locations considered for disabled parking and indicated that the financial implications would be in the order of £400 per parking bay. |
It was agreed to recommend that five disabled parking bays be marked and signposted for badgeholders at the following locations with the works to be included in the Signing and Lining Programme 1998/99: (1) Francis Street - opposite TSB Bank (2) South Beach Street - outside Health Board Offices (3) Perceval Square Car Park - adjacent to the Pelican Crossing (4) South Beach Car Park - adjacent to the Pelican Crossing; and (5) South Beach Street - outside Benefits Agency Office | ||
Speed Limits on Unclassified Roads with Street Lamps |

The Director of Technical Services submitted a Report on the Regulations regarding 30 mph speed restrictions on C class and unclassified roads that had a series of street lights. The Report detailed the Scottish Office guidance circular on speed limits in relation to the Road Traffic Regulation Act 1984. It was not incumbent on Roads Authorities to sign these sections of roads but signage would clarify the situation for all drivers, considering that a large number of drivers would be unaware of the Regulations. The Police had indicated that they would support signage of these areas in order to assist their enforcement procedures in the interest of road safety. |
It was agreed that C class and unclassified Roads with a series of street lamps closer than 185 metres spacing be signposted with the requisite 30 mph signs if these lengths of roads were highlighted by the Local Member and considered by the Road Safety Officer and the Police to improve road safety. | ||
