The official notice advertising the contract for the appointment of a Private Sector Development Partner (PSDP) was published in the Official Journal of the European Union (OJEU) on 28 June 2006.

An information day for potential bidders was held in Glasgow on 6 July 2006. This was very successful with twenty five people representing twenty three organisations in attendance. Copies of the Information Memorandum and pre-qualification questionnaire (PQQ) were sent to an additional nineteen parties who expressed an interest in the project.

A site visit day was held on 19 July 2006 when six organisations sent representatives to view the sites in Lewis and Harris.

All of this activity resulted in seven formal responses to the PQQ being received by the 31 July deadline. To enable the programme to proceed as expeditiously as possible, the Chief Executive was given delegated powers to shortlist up to four bidders. Evaluation of the responses to the PQQ took place during August and the Project Board approved the shortlist at its meeting on Tuesday 29th August and four parties were shortlisted to participate in competitive dialogue. It is intended to send formal invitations to participate in dialogue to the four shortlisted during September.

The competitive dialogue procedure is a new procedure set out in the Public Contracts (Scotland) Regulations 2006. Following evaluation of the PQQ responses, an “Invitation to Participate in the Dialogue” (ITPD) will be issued to the four shortlisted bidders. The ITPD is very similar to a normal invitation to tender, but in addition details the objectives of the Dialogue Phase. It is during this Dialogue Phase that the Comhairle can work with Bidders to develop their solutions.

Once the Comhairle is satisfied that it is in a position to crystallize its requirements into final request for tenders, it will close the Dialogue Phase. Each participant will then be requested to submit their final tender containing all the elements necessary for the contract on the basis of any solution specified during the dialogue. The submitted tenders will then be evaluated and the Contract awarded to the tenderer with the most economically advantageous solution.

Formal documents comprising an Invitation to Participate in the Dialogue process for the PSDP role are being finalised and it is hoped to issue these to the four bidders during September. It is during this phase that the Comhairle can work with bidders to develop their solutions.

The project website is now available on the Comhairle’s website. It is anticipated that regular project updates will be published on this site to provide stakeholders with easy access to relevant information.

Meeting with Point Community School Action Group was held on the 22nd of August and the Point community issues were discussed again at Education Committee Meeting held on the 23rd of August.

Discussions are ongoing for the purchase of the proposed sites at Balivanich and the West Side, although Outline Planning Applications have been lodged for all proposed sites and so far Outline Planning Permission has been granted for all sites except Balivanich and West Side.

The Education Department has finalised Accommodation Schedules for all five schools.

Further meetings have been held with the Scottish Executive and Audit Scotland regarding the funding model and work continues to build cashflow and funding models that meet all requirements.
