CAR PARKING DISC SCHEME

6 July 2004

Comhairle nan Eilean Siar together with the local police will be implementing parking limits for half of the spaces in Perceval Square car park.

Since the extension of the Perceval Square car park to include the formers Fisherman’s car-parking area the number of spaces has been increased to just over 100. Between Wednesday 14th and Saturday 17th Police and traffic wardens will be informing motorists of this change to parking. The issue of tickets for breach of the new offence will begin on Monday 19th July.

A recent survey of the use of this car park has shown that the same car occupies over 50% of the parking spaces for 5 hours or more. As these spaces are closest to the town for shopping the Comhairle has introduced this scheme to encourage a greater use of the parking for short stay visits thus encouraging shoppers into the centre.

Parking discs will be provided free from the Comhairle and from local shops and offices and motorists will be required to display a parking disc on their car showing time of arrival in the car park. Officers of the Comhairle along with the police will be present on the first day, 14th July to issue discs to all motorists and explain the new regulations. New signing will be erected to advise both visitors and residents of these Islands which areas are covered by these new restrictions.

The traffic wardens will patrol the car park and fixed penalty notices will be issued to any motorists staying over two hours within the designated spaces. It will also be an offence to alter the time of the disc once set or after leaving the car park to return and park again within two hours.

Cllr. Angus McCormack Comhairle nan Eilean Siar’s chairman of the Car Park Working Group said, “It is important to introduce this limit on parking so as to encourage some turnover within the car park and enable those wishing to visit the town centre for shopping or business to find a space within the Perceval Square”.

Comhairle nan Eilean Siar currently provides 327car parking spaces in central Stornoway a net increase of 77 spaces. Long term solutions to car parking in Stornoway are under discussion.
