Submission of Supplementary Environmental Information
Beinn Mhor Power has submitted a revision to its original proposal that it submitted on 1 December 2004 for 133 three-megawatt turbines on hills near the head of Loch Seaforth within the Eishken Estate. The revised plan is for 53 three-megawatt turbines.
Copies of the amendments can be viewed at the Council Offices in Stornoway and Tarbert, in the library in Stornoway and at post offices in Gravir and Ballallan.
The revised proposal has been advertised in the press and the Electricity Works (Environmental Impact Assessment) (Scotland) Regulations 2000 allows for representations up until 28 days after the last advert is published. Representations may be made to the Scottish Ministers at the Energy Consents unit, 2ND Floor, Meridian Court, Cadogan Street, Glasgow G2 6AT. Representations should be marked for the attention of Paul Smith and be made by Friday 12 May 2006.
The Scottish Executive has advised that any representations received in the allotted time period following submission of the original proposal will still stand. The same weighting will be applied to representations received in the allotted times of both consultation periods.
Anyone making representations to the Scottish Ministers may also copy them to the Director for Sustainable Communities, Comhairle nan Eilean Siar, Sandwick Road, Stornoway, Isle of Lewis, HS1 2BW. The Comhairle will then consider them as it prepares its view on the revised proposal. The Comhairle will also be writing to the relevant community councils to offer them the opportunity to comment, although if they want their views to be considered independently of the Comhairle they will have to submit them to the Scottish Ministers by the 12th May deadline.
The Comhairle was asked by the Scottish Executive to submit its view on the revised proposal by 12th May. However, in order to give proper consideration to the implications of the changes and to the views of local people, community councils and agencies, it intends to seek an extension of time from the Scottish Executive until 30 June 2006. This would allow consideration by the Environmental Services Committee on 15 June 2006 and by the Comhairle on 22 June 2006.
The developer has arranged a public meeting in Balallan Hall on 5 May 2006, and the local Councillor, Annie MacDonald, has arranged for there to be a workshop in Balallan Hall from 6pm to 8pm on 10 May 2006 at which Comhairle officials will be in attendance.
