| The Convener of Comhairle
nan Eilean Siar has added his voice to business concerns over changes
in HIE’s supplier policies.
HIE’s new Supply Partnership procurement system will involve
the engagement of strategic suppliers to be responsible for all
businesses across a designated area. Convener Alex Macdonald expressed
concern over the possible disqualification of businesses in the
Western Isles from this process as a result of their size and geographical
coverage, irrespective of their ability to provide a consistently
competitive and quality service.
The Convenor said: “Small, local suppliers such as those
in the Western Isles have been neglected in previous experience
of similar large-scale procurement. These small businesses offer
better value from both environmental and community perspectives
yet are disadvantaged compared to the large, predominately multi-national,
companies that procurement commonly benefits.”
Mr. Macdonald praised HIE’s inclusion of the Western Isles
in their supplier seminar timetable. He has highlighted, however,
the need for reassurance from HIE that organisational size and specific
location will not be the key determinants of their procurement exercise;
for the benefit of the Islands and its people.
